Terracotta Outsourcing is currently recruiting on behalf of a leading government organization in Dubai for an experienced Chief Specialist – Strategic Partnerships to support the development, governance, and management of strategic partnerships across the organization.
This role is responsible for strengthening partnership frameworks, overseeing MOU governance and compliance, analyzing partnership performance, and supporting strategic initiatives that enhance collaboration with key public and private sector stakeholders.
Position: Chief Specialist – Strategic Partnerships

Key Responsibilities
- Develop and implement strategic partnership plans and initiatives aligned with organizational objectives.
- Identify, prioritize, and manage partnership projects and initiatives involving internal and external stakeholders.
- Develop, maintain, and enhance partnership frameworks, management systems, policies, and procedures.
- Review, develop, and evaluate Memorandums of Understanding (MOUs) and partnership agreements to ensure alignment with approved policies, criteria, and KPIs.
- Monitor the implementation and progress of MOUs, working closely with relevant departments to ensure commitments and deadlines are achieved.
- Conduct partnership reviews and audits to ensure compliance with agreed terms, conditions, frameworks, and organizational requirements.
- Evaluate incoming partnership requests and assess their strategic value, expected benefits, and alignment with organizational priorities.
- Analyze partnership performance and relationship dynamics to identify opportunities for greater integration and mutual value.
- Prepare partnership status and completion reports and conduct trend, root-cause, and comparative analysis to identify improvement opportunities.
- Monitor partnership activities and related KPIs to ensure alignment with Dubai Government Excellence (DGE) requirements.
- Support the implementation of ISO 44001 Collaborative Business Relationship Management requirements and practices.
- Plan and coordinate annual partnership events, ensuring effective delivery within allocated budgets.
- Conduct awareness sessions on partnership management requirements, procedures, agreements, and MOUs.
- Build strong working relationships with internal departments and external partners to support effective collaboration and partnership performance.
- Ensure all activities comply with applicable information security policies, procedures, and organizational governance requirements.
Requirements
- Bachelor's or Master's degree in Business Administration, Public Relations, International Relations, or a related discipline.
- Bachelor's degree: Minimum of 11 years of relevant professional experience.
- Master's degree: Minimum of 9 years of relevant professional experience.
- Strong experience in strategic partnerships, partnership management, partnership governance, or collaborative relationship management.
- Demonstrated experience developing and managing partnership frameworks, MOUs, agreements, and governance processes.
- Strong knowledge and practical exposure to ISO 44001 requirements.
- Knowledge and experience with Dubai Government Excellence (DGE) requirements.
- Experience conducting partnership reviews, compliance assessments, or audits.
- Strong capability in KPI monitoring, performance reporting, trend analysis, root-cause analysis, and continuous improvement.
- Demonstrated project management experience with the ability to manage multiple concurrent initiatives.
- Excellent written and verbal communication skills with the ability to present complex information clearly and effectively.
- Strong stakeholder management and relationship-building skills across internal and external organizations
Preferred Experience
- Previous experience within UAE government, semi-government, transportation, infrastructure, or another large and complex organization.
- Hands-on experience implementing or working within ISO 44001 Collaborative Business Relationship Management Systems.
- Strong exposure to Dubai Government Excellence frameworks and requirements.
- Experience managing strategic partnerships involving government entities, public-sector organizations, and private-sector partners.
- Experience developing partnership performance measures, governance frameworks, and management systems.
- Strong analytical background with experience evaluating the strategic and mutual value of institutional partnerships.
