Strategy Consultant
Location: Dubai, UAE
Duration: 3-month initial contract - with extensions

You'll join a government strategy programme. The project will involve assessing existing free zones and industry ecosystems, defining priority growth sectors, and developing strategic recommendations to strengthen Dubai's long-term economic competitiveness.
The consultant will work with senior government stakeholders to shape sector strategies across industries such as Digital, AI, Advanced Technology, and other high-growth sectors.
Responsibilities
- Support the development of Dubai's future economic cluster strategy.
- Assess existing free zones and evaluate their alignment with targeted economic clusters.
- Conduct market, sector, and economic research.
- Develop growth strategies for priority sectors (e.g. AI, Digital Economy, Advanced Industries).
- Benchmark international economic clusters and best practices.
- Build strategic recommendations and operating models.
- Develop executive-level presentations and reports for senior government stakeholders.
- Facilitate workshops and stakeholder interviews.
- Contribute to overall programme strategy and delivery.
Ideal Background
- 5+ years experience in strategy consulting.
- Experience delivering strategy engagements for government or public sector clients.
- Experience in economic development, industrial strategy, cluster strategy, or national transformation programmes.
- Strong analytical, research, financial modelling, and stakeholder management skills.
- Excellent PowerPoint/storytelling and executive communication skills.
Previous experience with an MBB or Tier 2 strategy consultancy such as:
