About the Job:
Schedule, coordinate, supervise, and monitors the day-to-day operating activities and management of a marine terminal operations to ensure safe and effective provision of marine services to ships, vessels, and other marine units that interface with the terminal facilities for commercial, safety, or any other business under the supervision of the department manager, section head, or team leader
Job Specific Accountabilities Part 1:
- Direct and control operational activities related to terminal operations to ensure quality of services meets with recognized criteria and approved guidelines and to eliminate any hazard exposure to company facilities
- Allocate daily tasks and duties according to approved roles and responsibilities to ensure utilization of appropriate competencies and evaluates work outcomes and achievements to ensure provision of cost effective and proficient terminal services to vessels and other stakeholders
- Set performance goals, establish schedules and milestones, monitors progress of execution, and oversee accomplishments of staff members to ensure conformity to departments direction and objectives
- Monitors and supervises the enactment of established operations controls for all terminal activities to ensure performance in accordance with safety requirements and policy provisions
- Evaluate work progress and achievements to recognize deviations from set targets and recommend changes
- Develop and issue contingency plans to ensue readiness and preparedness to deal with emergency situations and participates in drill exercises to ensure safety of personnel, environment, and facilities
- Review and evaluate reports, log books, and statistics submitted by staff members, supervisors and operators or vessels masters to recognize unsafe work conditions and modify work procedures to eliminate any safety hazards
- Evaluate any alterations to approved schedules or any deviations from original programs and recommend necessary changes to ensure minimum impact on targets and achievements
- Allocate material, human and financial resources to ensure reliability and eliminate any safety hazards to terminal team members or ships services
- Direct the scheduling and dispatching of terminal resources to ensure work activities are in line with shipping schedules and approved work conditions
- Provide specialist and expert advice in respect of marine related issues to the senior management and clients to facilitate informed decision making and to support procurement of new marine equipment to ensure efficient and cost effective acquisition
- Directs and may lead the execution of tasks in accordance with approved scope of work
- Screen technical specifications for marine services for new projects and tenders and participate in the evaluation of service providers to ensure criteria meets with approved standards and applicable guidelines
Job Specific Accountabilities Part 2:
- Interface with maintenance, engineering, and other counterparts staff on marine related issues to resolve conflicts and maintain terminal integrity
- Participate in development of marine emergency response plans and drill exercises and performs duties as assigned to ensure readiness in case of contingencies and unfortunate events
- Issue and endorse performance assessments of staff and follows up on their certification and other professional requirements to ensure only qualified and proficient staff are employed
- Facilitate and may lead investigations and examination of marine incidents and non-compliances to provide expert opinion and recommendations for non-recurrence as directed by the department manager
- Plan and manage key work activities related to terminal operations to ensure enactment of organization policies and procedures19. Coordinates arrival and departure activities for vessels within port limits between marine and other departments to ensure meeting vessels set schedules of operations
- Act as liaison between the terminal operations and vessel traffic management operators to ensure ships preparation and completion of necessary requirements prior to ships arrival/departure for terminal services
- Respond to enquires or complaints and resolve problems to ensure smooth and seamless terminal services and avoid any operational delays
- Train, organize, and manage terminal pilots, vessel crews, shore operators and other staff members in job duties, safety procedures and company policies to ensure maintaining the required caliber and in line with organization succession planning
- Conduct pre-engagement reviews and Risk Assessments on marine facilities, and oversees work methodologies to ensure that mitigation controls in place and necessary safety provisions in place prior to commencement of work
Minimum Requirements:
- Minimum 8 years of experience.
