Talent Management & Culture Transformation Lead (Contract): 6-month contract

Location: UAE | Government / Strategic Programme

We're supporting a high-impact government programme with a global consultancy to design and implement a future-ready Talent Management and Culture Strategy. This role sits at the centre of a major transformation, shaping how the organisation attracts, develops, and retains talent aligned to long-term national priorities.

This is a hands-on role where you'll move beyond strategy into building and embedding practical frameworks that will have lasting organisational impact.

The Opportunity

You'll lead the design and delivery of an integrated talent ecosystem, helping to:

  • Define and embed a mission-driven, high-performance culture
  • Build frameworks to attract, assess, and retain specialised talent
  • Strengthen performance, rewards, and succession planning
  • Develop career pathways and capability frameworks aligned to future workforce needs

What You'll Be Delivering

  • End-to-end Talent Management Frameworks (recruitment, development, performance, rewards)
  • Capability Framework & multi-year workforce roadmap
  • Career pathways and progression models
  • Training and development catalogue
  • Succession planning and leadership pipelines
  • Performance management tools and frameworks
  • Development of a large suite of job descriptions (300 roles)
  • Supporting policies, processes, and operating models

What We're Looking For

  • Proven experience delivering large-scale talent or HR transformation programmes
  • Strong expertise across workforce planning, competency frameworks, career pathing, and succession planning
  • Experience designing practical, implementable frameworks (not just strategy)
  • Comfortable working in complex, stakeholder-heavy environments
  • Strong communication skills, with the ability to influence senior leadership and run workshops
  • Structured delivery experience (Agile / Waterfall)

Background

  • Experience within government, or highly regulated environments is highly preferred
  • Familiarity with HR systems, analytics, and best practice frameworks
  • Bachelor's degree required; Master's preferred
  • Certifications such as CIPD, SHRM, or PMP are a plus
