Frazer Jones has been appointed on an exclusive and confidential basis by a well-established Singapore-headquartered organisation to identify an accomplished Talent Management & Learning Lead. This high-impact role will serve as a strategic partner to the HR leadership team and senior business stakeholders, driving the organisation's talent, leadership, and learning agenda to support the organization's next phase of growth and transformation, whilst updating their TM & L&D roadmap and strategies. The successful candidate will lead a team and play a critical role in developing scalable talent and learning frameworks that strengthen leadership pipelines, enhance organisational capability, and build a future-ready workforce. Key Responsibilities
In this role, you will lead the design and execution of an integrated talent management and learning strategy encompassing leadership development, succession planning, talent reviews, high-potential programmes, learning and development, organisational development, and employee engagement initiatives. Partnering closely with business leaders and HR stakeholders, you will continue to build on/refine robust frameworks and processes to assess talent potential, leadership readiness, critical workforce capabilities, and succession bench strength across the organisation. You will have the opportunity to drive talent and learning interventions to support core business priorities, organisational transformation, culture development, and long-term workforce sustainability.
Increasingly, you will be required to hone your knowledge and skills in data and analytics, in order to support the organization to leverage on talent and learning analytics to measure programme effectiveness, identify gaps, and provide data-driven recommendations and insights to inform your stakeholders. Working collaboratively across functions, you will foster a culture of continuous learning, internal mobility, leadership excellence, and champion growth for the employees.
Ideal Profile
We are seeking an experienced talent and learning leader with 12 to 15++ years of experience across Talent Management, Learning & Development, Organisational Development within complex and evolving organisations. A bachelor's degree is required, and if relevant, please provide a clear list of postgraduate qualifications/professional certifications. The ideal candidate will possess a demonstrated track record of designing and implementing enterprise-wide talent and development strategies, building leadership pipelines, driving organisational capability initiatives, and creating impactful learning experiences that support business outcomes.
The successful candidate will be a strategic and commercially minded HR professional who is comfortable influencing senior stakeholders, partnering with executive leadership teams, and translating organisational priorities into practical and scalable talent solutions. Candidates should bring excellent stakeholder management skills, strong facilitation capabilities, and the ability to balance strategic thinking with hands-on execution. Experience leading a team, managing external learning partners/vendors would be required as well.
