About the Role
Lead and manage all project-related HSE activities to ensure safe execution of projects across the full lifecycle - from ASSESS, SELECT, and DEFINE through to EXECUTE - including tendering, construction, and commissioning phases, in full compliance with ADNOC HSE standards, regulatory requirements, and international best practices.
Act as the focal point for HSE performance, ensuring effective implementation of HSE management systems, robust contractor compliance, and continuous improvement across all project phases, while supporting informed decision-making and achievement of business objectives.
Key Accountabilities
Project HSE
- Lead and manage HSE activities for projects and engineering modifications across all lifecycle phases, ensuring compliance with ADNOC policies, procedures, and standards
- Establish, implement, and monitor project-specific HSE Plans, ensuring alignment with project scope, risk profile, and execution strategy
- Monitor project HSE performance through structured reporting, audits, and reviews to support informed management decision-making
- Lead and manage HSE audits for projects, ensuring timely closure of findings and effective implementation of corrective and preventive actions
- Oversee contractor HSE performance within project scope, ensuring compliance with contractual and regulatory HSE requirements
- Lead HSE incident investigations related to project activities, ensuring root cause identification and implementation of remedial measures
- Ensure effective application of ADNOC HSE specifications, Codes of Practice, and project-specific requirements across all project phases
- Support leadership HSE site visits related to project activities and ensure alignment with project HSE objectives
- Drive HSE awareness and communication initiatives within project teams to support consistent understanding of HSE requirements
HSE Studies & Risk Management
- Lead and participate in project HSE studies including HAZID, HAZOP, risk assessments, impact assessments, and root cause analysis
- Ensure identification, assessment, and mitigation of project risks in line with ALARP principles and ADNOC requirements
- Review and assess HSE aspects of project changes (MOC), ensuring risks are adequately evaluated and controlled
HSE Assurance, Compliance & Interface Management
- Establish and monitor HSE assurance processes to verify that project deliverables, equipment, materials, and services meet applicable safety standards prior to installation, commissioning, or handover
- Review and align HSE-related inputs from engineering, quality, procurement, and project teams to ensure integrated and consistent project execution
- Act as the focal point for project HSE matters, facilitating alignment between Project, Operations, Engineering, and external stakeholders
- Ensure HSE requirements are embedded in procurement specifications and vendor deliverables in line with applicable safety codes and standards
- Proactively engage and align with key stakeholders including Operations, Central Engineering, licensors, vendors, OEMs, and EPC contractors to ensure seamless HSE integration across interfaces
- Ensure effective communication of HSE updates, procedures, and requirements to project stakeholders
Management, Governance & Performance
- Implement HSE policies, systems, and procedures in line with company and international standards
- Monitor and drive HSE KPIs and performance metrics aligned with project targets and business objectives
- Support budget planning and cost control activities related to HSE within project scope
- Promote continuous improvement, innovation, and best practices in project HSE management
- Prepare HSE reports and performance dashboards to support management and governance processes
Minimum Requirements
- Bachelor Degree in Engineering
- At least 8 years experience in project engineering in an oil and gas industry
- Strong leadership and ability to influence multidisciplinary project teams and contractors
- Effective integration of HSE requirements across the full project lifecycle (ASSESS to EXECUTE)
- Proactive risk identification, assessment, and mitigation aligned with ADNOC standards
- Robust contractor HSE management and interface coordination across multiple stakeholders
- Consistent delivery of accurate HSE performance reporting to support decision-making
- Ability to drive continuous improvement and embed a proactive HSE culture within project environments
