Technical Manager (Civil Engineer)

Position Summary
The Technical Manager is responsible for leading the company's Technical Department and providing strategic technical leadership across multiple construction projects. The role ensures the successful coordination of design, engineering, technical submissions, authority approvals, value engineering, and technical support throughout the project lifecycle.
The successful candidate will oversee multidisciplinary engineering teams, coordinate with consultants, developers, subcontractors, suppliers, and government authorities, and ensure that all technical deliverables comply with project specifications, contractual obligations, UAE regulations, and company standards. The Technical Manager will play a key role in enhancing construction efficiency, minimizing technical risks, supporting project execution, and driving continuous improvement within the organization.
Key Responsibilities
1. Technical Leadership
§ Lead, manage, and develop the company's Technical and Engineering Department across multiple projects.
§ Establish technical strategies, procedures, engineering standards, and best practices to improve project delivery.
§ Mentor, coach, and develop technical engineers, BIM coordinators, design coordinators, and drafting teams.
§ Allocate resources effectively to ensure timely delivery of engineering and technical services.
2. Design & Engineering Management
§ Manage the complete design coordination process between consultants, architects, structural engineers, MEP engineers, subcontractors, suppliers, and project teams.
§ Review IFC drawings, construction drawings, shop drawings, coordinated BIM models, and technical documents prior to submission.
§ Ensure engineering solutions are practical, buildable, cost-effective, and fully coordinated before construction.
§ Lead multidisciplinary coordination meetings and resolve design conflicts and interface issues.
3. Technical Submissions & Approvals
§ Oversee the preparation, review, and submission of:
§ Ensure timely approval of technical submissions from consultants, clients, and relevant authorities to avoid delays to construction programs.
§ Maintain full compliance with project specifications, contract requirements, and approved drawings.
4. Authority Coordination
§ Manage technical coordination and approvals with relevant UAE authorities including Dubai Municipality, DEWA, Dubai Civil Defense, RTA, Dubai Development Authority (DDA), Trakhees, Nakheel, Emaar, TECOM, and other regulatory bodies as applicable.
§ Ensure all technical documentation complies with local authority regulations, engineering standards, and statutory requirements.
§ Monitor approval status and proactively resolve technical comments to maintain project schedules.
5. Project Execution Support
§ Provide technical leadership and engineering support to site teams during construction.
§ Resolve complex engineering challenges, technical discrepancies, RFIs, and site coordination issues.
§ Review proposed construction methodologies and ensure compliance with approved designs.
§ Support project managers in maintaining project quality, safety, productivity, and schedule.
6. Value Engineering & Technical Risk Management
§ Lead value engineering initiatives to optimize cost, constructability, quality, sustainability, and project efficiency.
§ Evaluate alternative materials, construction methods, and engineering solutions while maintaining project requirements.
§ Identify technical risks and develop mitigation strategies throughout the project lifecycle.
§ Participate in constructability reviews during preconstruction and execution stages.
7. Cross-Functional Coordination
§ Coordinate closely with Project Management, Planning, Procurement, Commercial, Contracts, QA/QC, HSE, BIM, and Construction teams.
§ Support procurement activities through technical evaluations, vendor assessments, and material selection.
§ Provide technical input for variations, claims, change orders, and commercial evaluations.
§ Attend client, consultant, and management meetings as the company's technical representative.
8. Quality & Compliance
§ Ensure all engineering deliverables comply with:
§ Conduct technical audits and engineering reviews to ensure consistency and compliance.
§ Implement lessons learned and continuous improvement initiatives across projects.
9. Report & Performance Management
§ Monitor technical KPIs, submission schedules, engineering productivity, and approval status.
§ Prepare periodic technical reports for executive management.
§ Drive continuous improvement in technical processes, workflows, documentation, and engineering standards.
10. Qualifications
§ Bachelor's Degree in Civil Engineering or Architecture (Master's degree is an advantage).
§ Professional certifications such as PMP, LEED, or Chartered Engineer status are considered advantageous.
§ Membership in recognized engineering institutions is preferred.
11. Experience
§ Minimum 15 years of progressive experience in technical management within leading main contracting companies in the UAE.
§ Proven experience delivering large-scale building projects including:
§ Demonstrated experience managing multiple concurrent projects from design through construction and handover.
§ Extensive knowledge of UAE construction practices, engineering standards, and authority approval processes.
§ Strong track record in design coordination, technical submissions, shop drawings, BIM coordination, material approvals, and technical compliance.
