Job Description

The Technical Manager is responsible for the overall technical leadership, design coordination, and engineering management of hyperscale data centre projects during design, construction, testing, commissioning, and handover phases. The role ensures that all CSA, MEP, ELV, and IT/ICT systems are delivered in accordance with hyperscale client requirements, Tier III / Tier IV standards, and international best practices, ensuring high availability, resiliency, operational readiness, and quality execution.

Key Responsibilities

Technical Leadership & Governance

  • Act as the technical authority across Civil, Structural, Electrical, Mechanical, ELV, and ICT disciplines.
  • Ensure alignment with hyperscale client standards and Uptime Institute Tier III / Tier IV requirements.
  • Lead multidisciplinary engineering coordination throughout the project lifecycle.
  • Ensure technical compliance, resiliency, and operational reliability across all infrastructure systems.
  • Support technical governance, engineering standards, and project delivery frameworks.

Design Management & Coordination

  • Lead and manage design consultants and engineering teams.
  • Review and approve concept, schematic, and detailed engineering designs.
  • Review IFC drawings, shop drawings, technical submittals, and engineering documentation.
  • Ensure clash-free and coordinated designs across all disciplines.
  • Drive value engineering and technical optimization initiatives.
  • Ensure constructability, maintainability, and operational requirements are incorporated into the design.

Engineering Integration

  • Ensure seamless integration between CSA, MEP, ELV, and ICT systems.
  • Validate redundancy strategies including N+1, 2N, and 2N+1 configurations.
  • Ensure resiliency, maintainability, and operational continuity requirements are achieved.
  • Coordinate power, cooling, and critical infrastructure integration activities.

Construction Phase Technical Oversight

  • Manage design reviews, technical workshops, and engineering approvals.
  • Oversee design integration between critical infrastructure systems.
  • Ensure constructability, operability, and maintainability requirements are addressed.
  • Support value engineering and technical optimization initiatives.
  • Review technical submittals, shop drawings, RFIs, and method statements.

Construction Phase Technical Oversight

  • Provide technical support during construction and installation activities.
  • Ensure compliance with approved designs, project specifications, and quality standards.
  • Resolve technical issues, discrepancies, and engineering challenges on site.
  • Support site teams with method statement reviews and technical clarifications.
  • Participate in inspections, technical reviews, and coordination meetings.

Testing, Commissioning & Validation

  • Oversee and support FAT, SAT, IST, and integrated systems testing activities.
  • Review commissioning plans, procedures, and testing scripts.
  • Ensure systems meet performance, reliability, and operational readiness requirements.
  • Participate in failure scenario testing and black building tests.
  • Support Level 1–5 commissioning activities and final handover processes.

Interface with Commissioning Authority (CxA)

  • Coordinate closely with the Commissioning Authority (CxA) and Commissioning Manager (CxM).
  • Ensure successful execution of commissioning activities across all infrastructure systems.
  • Support issue resolution and commissioning closeout activities.

Quality Assurance & Compliance

  • Ensure compliance with project specifications and international standards.
  • Maintain compliance with TIA-942, NFPA, IEC, ASHRAE, QCS, Kahramaa, and QCDD requirements.
  • Oversee ITPs, inspections, quality audits, and technical compliance reviews.
  • Ensure closure of snags, punch lists, and non-conformances.

Risk Management & Value Engineering

  • Identify and mitigate technical risks, design conflicts, and project constraints.
  • Lead value engineering workshops and optimization initiatives.
  • Optimize cost, efficiency, and system performance without compromising reliability.

Vendor & Stakeholder Management

  • Interface with OEMs, suppliers, consultants, contractors, and client technical teams.
  • Review vendor designs, technical submissions, and compliance documentation.
  • Ensure alignment with project technical and operational requirements.

Documentation & Handover

  • Oversee preparation of as-built drawings, O&M manuals, and technical documentation.
  • Ensure complete documentation and compliance records for project handover.
  • Support client training, operational readiness, and knowledge transfer activities.

Governance & Reporting

  • Maintain technical documentation, reports, and engineering trackers.
  • Present technical updates to senior management and stakeholders.
  • Support PMO and project governance processes.
  • Ensure all technical deliverables meet project timelines and quality standards.

Qualifications & Experience

  • Minimum 12–18 years of experience in engineering and project delivery.
  • At least 5–8 years of experience in data centre or mission-critical infrastructure projects.
  • Proven experience delivering hyperscale data centres with IT loads exceeding 20MW.
  • Strong background in Tier III / Tier IV mission-critical facilities.
  • Bachelor's degree in Electrical, Mechanical, Civil Engineering, or related discipline.
  • Master's degree is an advantage.
  • Strong understanding of data centre architecture, power systems, cooling infrastructure, and redundancy design.
  • Strong knowledge of TIA-942, Uptime Institute, NFPA, IEC, and ASHRAE standards.
  • Familiarity with QCS, Kahramaa, and Qatar authority requirements.
  • Experience using AutoCAD, Revit, Primavera P6, and MS Project.
  • Excellent leadership, technical coordination, and stakeholder management skills.
  • PMP, Uptime Institute ATD/ATS, or similar certifications are preferred.
