Job Purpose

The Technical Manager – North Africa is the senior technical authority for CBRE Excellerate's Enterprise Accounts portfolio across the North Africa region. The role is accountable for the safe, compliant and reliable operation of all hard services, engineering and building- and production-critical infrastructure across the region's client sites, spanning office, industrial and manufacturing environments. The Technical Manager sets the regional maintenance and asset strategy, owns technical governance and standards, and ensures every site operates in line with CBRE Excellerate, statutory and client requirements.

Beyond day-to-day delivery, the role carries a clear growth mandate. With a significant and expanding manufacturing and industrial base across the region, the Technical Manager is expected to scale and strengthen CBRE Excellerate's technical capability in North Africa – growing and developing the regional technical and mobile teams, expanding self-perform capability, embedding technical training and competency, and positioning the business to take on and win more technically-led work across the region.

The Technical Manager also holds oversight of the region's operational delivery and operations team, working alongside account and operations leads to ensure technical findings translate into disciplined operational action, KPIs are met, and escalations are resolved with pace. This is a senior, hands-on regional leadership role that requires strong mechanical and electrical depth, credibility with clients and manufacturing and engineering stakeholders, and the ambition and drive to grow and enhance the region's technical capability. The role reports to the Managing Director, Enterprise Accounts.

What You Will Be Doing

This position has the authority to:

  • Regional Technical Leadership and Strategy

Act as the senior technical authority for the North Africa Enterprise Accounts portfolio. Own the regional technical, maintenance and asset-management strategy; set engineering standards, maintenance frequencies and technical governance across all sites and accounts; and drive a consistent, standardised CBRE Excellerate technical operating model across the region.

  • Manufacturing, Industrial and Critical Environments

Own the technical operation of manufacturing, industrial and business- and production-critical environments across the region. Develop and maintain Scopes of Service and Methods of Procedure (MoPs) for critical assets, run a formal change-control process, and protect uptime, business continuity and production availability. Oversee critical infrastructure such as BMS, EPMS, UPS, HVAC, power and utilities/process support where in scope, and drive the move towards condition-based and reliability-centred maintenance.

  • Technical Team and Mobile Team Leadership

Lead, develop and be accountable for the region's technical teams and mobile, multi-skilled engineering teams. Own the resourcing, deployment and utilisation of technical resource across sites, set technical performance standards, manage performance, and build a strong, safety-led technical delivery culture across North Africa.

  • Technical Capability Building and Regional Growth

Grow and enhance the region's self-perform technical capability. Develop and upskill technical talent through structured training, competency assessment and clear career pathways; expand multi-skilled and mobile team capacity; and strengthen self-delivery where it adds value for clients. Anticipate future skills requirements and put in place the people, structure and development needed to support the region's growth agenda.

  • Asset Management and Lifecycle Planning

Own regional asset registers, condition assessment and multi-year asset lifecycle and capital planning. Provide risk-managed, cost-effective lifecycle and replacement options to clients, and coordinate capital and improvement programmes so they are delivered seamlessly alongside live operations.

  • PPM, Reactive and Work Order (CAFM) Management

Ensure planned preventive and reactive maintenance is delivered safely, on time and to standard across the region. Drive the adoption and disciplined use of Chase / CAFM work-order systems, evidence capture and closure, reducing reliance on manual trackers and strengthening technical visibility, reporting and control.

  • HSE, Statutory and Technical Compliance

Ensure all technical works comply with statutory requirements, client standards, CBRE Excellerate procedures and site HSE rules in each North Africa country. Own technical compliance – permits to work, RAMS, isolations, statutory inspections, TCR/TCCC requirements, certificates and audit evidence – and drive a strong, visible safety culture with zero tolerance for unsafe practice.

  • Vendor, Subcontractor and Specialist Management

Provide senior technical governance of vendors, subcontractors and specialist service providers across the region. Own technical scoping, quotation and MoP review, quality assurance and validation of works before closure; and ensure providers hold the required qualifications, permits and documentation and deliver value for money.

  • Operational Oversight of the Region

Hold oversight of the region's operational delivery and operations team. Work with account and operations leads to convert technical findings into operational action, monitor KPI/SLA performance and governance, act as a senior escalation point for technical and operational issues, and ensure actions are closed with pace and discipline.

  • Commercial, Budget and Growth Support

Support budget setting, cost control, purchase-order discipline and technical cost validation across the region. Develop technical business cases and capital proposals, and provide technical input into bids, tenders, mobilisations and new-site onboarding to support the region's growth.

  • Client and Stakeholder Management

Act as the senior technical point of contact for clients across the region, including manufacturing and engineering stakeholders. Lead technical reviews, present KPI and reliability performance at executive reviews, and build client trust through technical credibility, control and follow-through.

  • Continuous Improvement and Standardisation

Drive continuous improvement, standardisation and best practice across technical delivery, energy and reliability performance, processes and reporting throughout the region.

  • General

Perform other duties as reasonably assigned in support of the North Africa Enterprise Accounts portfolio and the objectives of the Managing Director, Enterprise Accounts.

What You Will Bring

  • Degree in Mechanical, Electrical, Building Services or a related engineering discipline; a Master's, chartered status (e.g. CEng) or professional membership (e.g. CIBSE, IMechE, IET) is advantageous.
  • 12 to 15 years technical and engineering experience within facilities management, building services, MEP or industrial/manufacturing maintenance, including significant time in a senior technical leadership role.
  • Proven experience leading technical delivery across a multi-site, multi-country or regional portfolio.
  • Strong manufacturing, industrial or critical-environment experience (for example pharmaceutical, FMCG, data centre, process or production environments), including business-critical infrastructure and uptime management.
  • Demonstrated experience building and growing technical teams and capability, including self-perform, mobile and multi-skilled teams, technical training and competency development.
  • Strong experience in asset management, lifecycle and capital planning, PPM strategy, and reliability- or condition-based maintenance.
  • Experience owning statutory and technical compliance, HSE, permits to work, RAMS and audit regimes.
  • Experience managing vendors, specialist contractors and technical budgets, and providing technical input to bids, tenders and mobilisations.
  • Experience in a client-facing enterprise or corporate FM environment, presenting to senior client stakeholders.
  • North Africa / MEA regional experience and Arabic and/or French language skills are strongly advantageous.
