Technical Program Manager – ELV & Smart Systems

Job Summary

DXC Technology is seeking an experienced Technical Program Manager – ELV & Smart Systems to lead the planning, delivery, integration, testing, and commissioning of complex ELV, ICT, physical security, and smart technology systems within a large-scale transformation program in the UAE.

The role requires strong technical understanding combined with program leadership and will be responsible for coordinating multiple technology workstreams, contractors, OEMs, and system integrators to ensure all systems operate as a fully integrated environment.

Key Responsibilities

Lead end-to-end delivery of ELV, ICT, physical security, and smart systems from design and procurement through implementation, integration, commissioning, and handover.
Manage program scope, schedules, budgets, resources, milestones, risks, issues, dependencies, and change requests.
Coordinate systems including CCTV/VMS, Access Control, structured cabling, BMS, AV, digital signage, public address, IoT/sensors, smart building technologies, and ICT/network infrastructure.
Manage technical interfaces between ELV systems and network, infrastructure, cybersecurity, applications, data, and integration platforms.
Lead interface management across contractors, OEMs, technology vendors, consultants, and system integrators.
Review technical designs, interface requirements, implementation plans, method statements, and system integration requirements.
Oversee FAT, SAT, system integration testing, commissioning, UAT, defect resolution, and acceptance activities.
Ensure cybersecurity, availability, resilience, performance, and operational requirements are incorporated into technical delivery.
Manage cross-system dependencies and drive resolution of complex technical and integration issues.
Coordinate readiness for cutover, go-live, documentation, training, asset information, and transition into operations.
Maintain strong program governance and provide senior management with clear reporting on progress, risks, dependencies, vendor performance, and required decisions.
Ensure delivery meets agreed technical specifications, architecture, quality standards, and contractual requirements.

Required Experience

14+ years of experience managing complex technology, ELV, ICT, or smart systems projects/programs.
Proven experience as a Technical Program Manager, ELV Program Manager, ICT/ELV Manager, Smart Systems Program Manager, or similar senior delivery role.
Strong experience across multiple ELV/ICT technologies such as CCTV/VMS, Access Control, BMS, structured cabling, AV, digital signage, IoT, and smart systems.
Demonstrated experience managing the full lifecycle from design and procurement through installation, integration, FAT/SAT, commissioning, acceptance, and handover.
Strong understanding of systems integration and interface management across ELV, ICT, network, infrastructure, cybersecurity, and application environments.
Experience managing complex multi-vendor and multi-contractor environments, including OEMs and system integrators.
Strong knowledge of program governance, RAID management, change control, vendor management, and technical dependency management.
Ability to manage senior stakeholders and translate complex technical issues into clear business and delivery decisions.

Preferred Qualifications

Bachelor's degree in Electrical/Electronics Engineering, Telecommunications, Computer Engineering, IT, or related discipline.
Experience delivering large-scale smart infrastructure, integrated facilities, smart buildings, or complex multi-system environments.
Strong UAE/GCC project delivery experience is highly advantageous.
PMP, PRINCE2, RCDD, CTS, or relevant technical/project management certification is preferred.
Experience working within a Master Systems Integrator (MSI) delivery model is highly advantageous.
