- Develop the department's operational plan and follow up on its implementation to ensure financial goals are achieved efficiently and effectively.
- Prepare, update, and develop policies, procedures, and regulations related to technical services in accordance with best practices.
- Strengthen relationships with internal and external partners to ensure services are delivered according to the highest standards.
- Regularly monitor performance indicators, review achievement rates, and evaluate the performance of department staff.
- Prepare periodic and annual reports on the department's performance and submit them to the direct supervisor.
- Submit the department's needs for human, financial, and technical resources that contribute to efficient and effective operations to the direct supervisor.
- Prepare the department's budget and submit it to the direct supervisor.
- Identify risks related to the department's work and propose appropriate mitigation measures.
- Provide financial advice and support to the direct supervisor, and participate in implementing any additional tasks related to the library's scope of work.
- Develop comprehensive plans for managing technical resources, systems, and programs, ensuring their quality and compliance with the library's approved standards.
- Ensure that the technical infrastructure aligns with approved standards and policies to guarantee operational efficiency and business continuity.
- Supervise the implementation of the library's digital and smart transformation plan to enhance operational efficiency and improve user experience.
- Oversee outsourcing contracts with technical service providers, ensure compliance with contract terms, and achieve the highest quality standards.
- Supervise the provision of technical support to employees, ensuring quick response to technical issues to maintain uninterrupted workflows.
- Oversee the regular updating and maintenance of software, technical systems, and infrastructure to ensure security and continuity.
- Supervise the provision of technical services to visitors, efficiently handling technical issues to ensure a smooth user experience.
- Oversee and follow up on the implementation of regular review plans to enhance the technical infrastructure and update procedures based on best practices.
- Set standards for the use of end-user applications to ensure accessibility, security, and operational effectiveness.
- Oversee information security and risk management related to the technical infrastructure in compliance with Dubai Government information security systems.
- Select, evaluate, and approve cybersecurity solutions to protect internal IT systems and minimize security threats.
- Provide technical supervision of the library's electronic portal to ensure an integrated user experience that includes all information services.
Qualifications
- Bachelor's degree in Information Technology or its equivalent as a minimum requirement from an accredited university.
- More than 7 years of experience in technical services activities.
Mohammed Bin Rashid Library was established by law no.14 in 2016 in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai, to develop a knowledge society in Dubai and the UAE. As one of the most ambitious cultural and intellectual initiatives in the Arab world, the library's design was inspired by the Rehal, the traditional wooden book rest.
The Library aims to spark a passion for knowledge throughout UAE society, especially the youth, in addition to the conservation and promotion of Arabic literature, culture, and heritage by supporting and promoting reading, research, creativity, and entrepreneurship. Therefore, the Library offers free access to a unique collection of books and other knowledge resources.
