Job Purpose
The Specialist Technology Digital Transformation will serve as the focal point for the implementation of KAHRAMAA's Digital Transformation Strategy. The role is responsible for leading cross-functional initiatives, strengthening digital governance, enabling innovation, and driving enterprise-wide organizational change to support the modernization of utility operations.
This position acts as a trusted advisor to senior leadership and ensures digital initiatives are strategically aligned, effectively governed, and successfully delivered.
Key Responsibilities
Digital Strategy & Governance
- Lead and coordinate the implementation of KAHRAMAA's Digital Transformation Strategy.
- Establish and manage governance mechanisms supporting ICT and digital transformation initiatives.
- Ensure the organization has the required capabilities, structures, and resources to achieve digital objectives.
- Oversee digital transformation activation plans including initiative design, execution tracking, and consolidated reporting.
Leadership & Advisory
- Serve as a trusted advisor to the IT Director, Heads of Sections (HoS), and senior stakeholders.
- Lead cross-ministry and cross-organizational teams to identify, test, design, and scale digital initiatives.
- Provide strategic direction on digital governance and enterprise-wide technology decision-making.
Innovation & Emerging Technologies
- Monitor emerging technologies and innovative solutions relevant to utilities.
- Lead testing, validation, and scaling of digital technologies across the organization.
- Identify synergies across business processes to maximize digital value.
Change Management & Organizational Development
- Own and drive organizational change initiatives underpinning digitization efforts.
- Apply structured change management methodologies to ensure successful adoption.
- Coach public sector leaders on digital transformation and organizational restructuring.
- Lead cultural transformation initiatives to align workforce capabilities with digital objectives.
Stakeholder Management & Collaboration
- Build and maintain strategic partnerships internally and externally.
- Influence key stakeholders and shape strategic agendas to support transformation goals.
- Coordinate enterprise-wide communication initiatives that promote digital adoption.
Utilities & Technical Leadership
- Provide expert guidance in one or more of the following areas:
- Distribution Engineering
- Transmission & Substation Engineering
- Information Technology
- Enterprise Asset Management
- Lead enterprise software initiatives using SDLC methodologies.
- Oversee implementation of scalable, multi-tier, web and mobile-based enterprise systems.
- Conduct enterprise-level IT solution assessments and audits.

Experience Requirements
- Minimum 1215 years of relevant experience in:
- Digital transformation strategy design and implementation
- IT innovation and enterprise technology management
- Organizational and change management in multicultural environments
- At least 12 years of experience in:
- Enterprise software project leadership (SDLC, multi-tier architecture, web/mobile platforms)
- Large-scale utility operations and communication networks
- Developing strategic business and technology solutions
- Minimum 5 years of experience in:
- Enterprise and governmental IT solution assessment and audit
- IT governance and compliance reviews (IT audit certification preferred)
- Demonstrated experience in culture transformation initiatives.
Educational Qualifications
- Bachelor's Degree in Information Technology, Computer Science, Engineering, or related field.
- Master's Degree in Business Administration, Digital Transformation, or related discipline preferred.
- Relevant certifications in IT governance, enterprise architecture, IT audit, or change management are advantageous.
