The UAE HQ serves as a strategic hub to support market access, regulatory engagement, scientific collaboration, and commercial partnerships across the GCC and selected MEA markets, with an initial strategic focus on UAE, Saudi Arabia, and Kuwait.

Job Purpose

To lead and execute tendering, pricing, and market access strategies across the UAE, KSA, and Kuwait, with strong ownership of public-sector tenders and institutional access, while ensuring close alignment with ELPEN HQ Marketing, RA, Customer services & Pricing teams to deliver sustainable, compliant, and competitive access outcomes.

Key Market Focus

- UAE (Primary focus including UPP)

- KSA (Strategic growth market NUPCO)

- Kuwait (Selective institutional focus CMS)

Core Responsibilities Tenders (Primary Focus)

- Act as the single point of accountability for all public-sector tenders across UAE, KSA, and Kuwait.

- Establish and manage a rolling Tender Master Calendar covering MOHAP, DHA, DOH/SEHA, Dubai Health, Armed Forces, UPP, NUPCO, and CMS.

- Lead bid/no-bid decisions based on pricing, regulatory readiness, supply feasibility, and commercial risk.

- Own post-award execution, ensuring contract compliance, awarded volume utilization, and risk mitigation.

UAE Tenders & UPP

- Lead all UAE government tenders and Unified Procurement Platform (UPP) activities.

- Drive UPP inclusion, listing, renewals, and tender participation.

- Lead commercial and technical negotiations related to UPP and government tenders.

- Track awarded vs utilized volumes and implement corrective actions.

Pricing Strategy & HQ Alignment

- Act as regional pricing focal point for UAE, KSA, and Kuwait.

- Develop country- and product-specific pricing strategies aligned with global brand strategy.

- Work in close collaboration with HQ Marketing, RA, Customer services & Pricing teams to secure approvals and align local tender pricing.

- Lead pricing scenario modeling, risk-adjusted pricing, and portfolio bundling strategies.

Market Access & Private Sector (Embedded)

- Ensure conversion of tender awards and formulary listings into effective utilization.

- Own access performance of strategic institutional and private healthcare accounts.

- Support payer and private hospital negotiations in alignment with pricing and access strategy.

Required Experience

610+ years of pharmaceutical experience with exposure to at least one function: tenders, market access, pricing, institutional sales, or key accounts.

- Hands-on experience in at least one core market: UAE or KSA or Kuwait.

- Experience operating within government, semi-government, or large institutional healthcare environments.

Preferred Experience

- Prior experience in Respiratory, CVD, or related specialty portfolios.

- Experience working as Product Specialist, Key Account Specialist, Product Manager, or Market Access/Tender Manager.

- Prior exposure to portfolios aligned with ELPEN specialty lines is a strong advantage.

Success Profile

A commercially strong access professional with deep understanding of GCC tender systems, capable of translating global pricing strategy into winning local execution, and comfortable operating in a hybrid tender, pricing, and strategic account environment
