Senior Estimation & Tendering Manager – Building Construction Projects

We are seeking an experienced Senior Estimation & Tendering Manager to lead our pre-contract and bidding activities for major building construction projects.
Position Summary
The Senior Estimation & Tendering Manager will be responsible for leading the complete tendering and estimation process for large-scale building construction projects. The successful candidate will oversee bid strategy, cost planning, commercial evaluation, value engineering, risk assessment, and tender submissions while managing multidisciplinary bid teams.
The role requires strong technical and commercial expertise in building construction projects and a proven ability to secure major project awards in competitive markets.
Key Responsibilities
Tendering & Bid Management
- Lead end-to-end tendering activities from ITT review to final bid submission.
- Develop bid strategies for major construction projects.
- Coordinate multidisciplinary teams including Engineering, Commercial, Procurement, Planning, and Operations.
- Review tender documents, specifications, drawings, and contractual requirements.
- Ensure timely submission of compliant and competitive bids.
Estimation & Cost Planning
- Prepare and review detailed cost estimates for building construction projects.
- Oversee quantity take-offs, BOQs, pricing analysis, and cost benchmarking.
- Evaluate subcontractor and supplier quotations.
- Develop project budgets and pricing strategies.
- Ensure estimating accuracy and commercial competitiveness.
Commercial Evaluation & Value Engineering
- Perform commercial and technical evaluations of tenders.
- Lead value engineering initiatives to enhance project profitability.
- Identify project risks, opportunities, and mitigation strategies.
- Support contract negotiations and pre-award discussions.
Technical Review
- Review structural, architectural, civil, fit-out, and finishing packages.
- Analyze construction methodologies and project execution strategies.
- Ensure compliance with client requirements and project specifications.
Leadership & Stakeholder Management
- Lead and mentor Estimation Engineers and Tendering Teams.
- Coordinate with clients, consultants, subcontractors, and internal stakeholders.
- Present bid strategies and commercial recommendations to senior management.
- Drive continuous improvement within the Estimation & Tendering function.
Qualifications
- Bachelor's Degree in Civil Engineering.
- Professional certifications are an advantage.
Experience
- Minimum 12–15 years of experience in Estimation & Tendering within major building construction projects.

- Hospitality Projects
- Healthcare Facilities
- Mixed-Use Developments
- Institutional Buildings
- Strong experience in Design & Build, Early Contractor Involvement (ECI), Managing Contracts, and Traditional Contracting Models.
- GCC experience is highly preferred.
- International project experience is an advantage.
