Job Purpose:
Play a key role in structuring, procuring, and executing large-scale Public Private Partnership (PPP) projects across infrastructure and social infrastructure sectors. In addition, manage the full PPP transaction lifecycle, including project preparation, coordination with the National Center for Privatization (NCP), engagement with investors, and close collaboration with transactional, legal, technical, and financial advisors and ensure PPP projects are structured in compliance with national PPP frameworks, bankable, and aligned with RCU's strategic objectives.
Key Accountabilities:
- Support negotiations up to preferred bidder appointment and financial close.
- Ensure compliance with PPP governance frameworks, national regulations, and RCU bylaws.
- Work closely with internal sector teams, legal, finance, procurement, and technical stakeholders.
- Contribute to evaluation reports and recommendations on preferred bidders.
- Support bid evaluation processes, including financial, commercial, and compliance assessments.
- Manage bidder queries, clarification processes, and data room coordination.
- Support the preparation and issuance of RFIs, RFQs, and RFPs for PPP projects in coordination with NCP and advisors.
- Support communications with sponsors, lenders, and consortium members throughout the procurement process.
- Assist in assessing investor appetite, risk perceptions, and bankability considerations for PPP projects.
- Support investor engagement activities, including market soundings, investor briefings, and clarification processes.
- Ensure alignment between advisor outputs and RCU strategic, financial, and operational objectives.
- Support the management of advisor scopes, deliverables, and review cycles.
- Coordinate closely with appointed transactional, legal, financial, and technical advisors to ensure timely delivery of project milestones.
- Act as a key working-level interface with the National Center for Privatization (NCP) on assigned PPP projects.
- Coordinate internal approvals and governance processes throughout the PPP lifecycle.
- Support the preparation of PPP business cases, financial models, and value-for-money assessments.
- Assist in defining project scope, risk allocation, payment mechanisms, and commercial structures in coordination with NCP and advisors.
- Support the structuring and execution of PPP projects in infrastructure and social infrastructure sectors in line with national PPP regulations.
Managerial Responsibilities:
- Provide input to the sector's strategy from the Department's or Section's perspective in line with RCU overall vision and mission.
- Develop the Department's or Section's objectives, KPIs, annual operational plans and ensure plan execution is meeting the targets.
- Contribute to the preparation of the Department's or Section's annual budget and monitor the financial performance of the Department or Section.
- Implement and execute the Department's or Section's policies and procedures. Oversee the overall performance of the section and ensure KPI's are well developed, cascaded, communicated and monitored.
- Ensure effective staffing, professional development and deployment of staff of the Department or Section in consultation with the Sector Executive or (Executive) Director.
Job Requirements:
• Bachelor's degree in Finance, Economics, Business Management, Accounting, or a related field.
• 6 years of relevant experience with 2 years in a managerial role.
• Experience in PPPs, infrastructure transactions, advisory, or government investment roles.
• Hands-on experience supporting PPP procurement and transaction execution.
• Experience working with national PPP units (e.g., NCP) and external advisors is a strong advantage.
• Written and Oral proficiency of Arabic & English languages.
• Excellent communication skills.

• Familiarity with standards, regulations, best practices, and performance standards.

• Advanced Finance professional qualification preferred. such as CFA , ACCA, CPA.
