Key Responsibilities
Transformation Strategy & Oversight
Define and execute a comprehensive digital and analytics transformation
strategy aligned with organisational priorities.
Translate strategic objectives into a clear portfolio of initiatives, roadmaps, and
delivery plans.
Monitor progress, outcomes, and benefits realisation across transformation
programs.
Thought Leadership & Operating Model Evolution
Provide thought leadership to elevate delivery standards, content quality, and
project management practices.
Drive modern delivery approaches (e.g. Agile, product-led delivery, continuous
improvement).
Identify capability gaps and define initiatives to strengthen the organisation's
transformation maturity.
Proactive Change & Initiative Development
Continuously assess the current-state operating model versus strategic ambition.
Proactively define and launch new initiatives to address gaps and accelerate
transformation outcomes.
Lead incubation of new transformation verticals or capability areas through their
initial setup and stabilisation phases.
Cross-Functional Leadership
Lead cross-cutting initiatives that span multiple digital, analytics, and
transformation workstreams.
Ensure alignment and coordination across directors, senior managers, and delivery
teams.
Resolve dependencies, risks, and delivery challenges across portfolios.
Stakeholder Engagement
Act as a senior advisor to executive leadership on transformation priorities and
progress.
Collaborate with senior stakeholders across departments to identify opportunities
for value creation through digital and analytics enablement.
Communicate transformation vision, progress, and impact clearly to both technical
and non-technical audiences.
People & Capability Leadership
Build, lead, and develop a high-performing transformation team.
Define team structure, roles, and capability requirements to support current and
future initiatives.
Foster a culture of accountability, innovation, and continuous improvement.
Experience & Qualifications
Professional Experience
Extensive experience leading enterprise-scale transformation initiatives, ideally
within government or highly regulated environments.
Strong background in strategy definition and execution, with demonstrated
success delivering complex change programs.
Proven experience in management consulting or transformation leadership
roles, with exposure to digital and analytics-driven change.
Track record of engaging and influencing senior executive stakeholders.
Education
Master's degree in Business Administration, Technology, Data, or a related
discipline.
Additional qualifications in transformation, strategy, or programme leadership are
advantageous.

Strong programme governance and execution capability.
Excellent communication, facilitation, and stakeholder management skills.
Comfortable operating in ambiguous, fast-evolving environments.
Fluent in English; Arabic is an advantage.
