Treasury Consultant (Techno-Functional)

About the Role
We are partnering with a Leading Global Consulting Firm to identify a highly skilled Techno-Functional Treasury Specialist for a massive, multi-phase transformation project.
The ultimate end-client is a large, highly complex Public Sector entity in the UAE that is implementing a state-of-the-art Treasury Management System (top-tier platforms such as FIS or Kyriba are currently under evaluation). The implementation itself is being driven by a designated System Integrator (SI).
In this role, you will act as the crucial Quality Assurance (QA) and Advisory Lead on behalf of the consulting firm. You will oversee the SI's work across the entire project lifecycle, ensuring that the architecture, documentation, and configuration meet industry best practices and fulfill the client's exact requirements. This is an enterprise-scale rollout spanning 30 to 40 different entities across 3 distinct phases.
Key Responsibilities
- Implementation Oversight & QA: Act as the primary QA authority over the SI firm. Review and validate all project documentation (BRDs, FSDs, solution design, architecture) to ensure absolute accuracy and alignment with treasury best practices.
- End-to-End Testing Management: Take a hands-on approach to quality control. Write detailed, comprehensive test scripts, manage testing phases (SIT/UAT), and execute end-to-end testing to ensure system stability and functional accuracy prior to deployment.
- Workflow Optimization: Evaluate and validate the configuration of core treasury workflows, ensuring the system handles recommendations, automated reports, payment factories, liquidity management, and governance controls seamlessly.
- Lifecycle Governance: Monitor the implementation across all 3 phases (rolling out to 30-40 entities). Identify potential risks, gaps in the SI's deliverables, or misalignments with the public sector entity's operational realities, and provide corrective recommendations.
- Techno-Functional Bridge: Serve as the translator between business treasury requirements and technical system capabilities, challenging the SI when necessary to ensure the solution is robust, scalable, and built correctly from day one.
Required Qualifications & Skills
- Treasury Domain Expertise: Deep knowledge of corporate/public sector treasury operations. You must intimately understand treasury workflows, including cash management, payments, financial reporting, governance, and compliance.
- System Implementation Experience: Proven track record in full-lifecycle Treasury Management System (TMS) implementations. Experience with either FIS or Kyriba is essential.
- Techno-Functional Proficiency: Ability to navigate both the technical system configurations and the business side of treasury. You must be comfortable rolling up your sleeves to write test scripts, trace technical defects, and execute E2E testing.
- QA & Vendor Oversight: Prior experience acting in an advisory, QA, or client-side delivery role overseeing external vendors/System Integrators is a significant advantage.
- Complex Program Delivery: Demonstrated ability to manage complex, multi-entity rollouts. Experience working with public sector clients or on large-scale (30+ entity) phased deployments is highly preferred.
- Communication & Stakeholder Management: Exceptional written and verbal communication skills to manage senior stakeholders, guide consulting teams, and hold the SI accountable.
