Urban Planner

Job Summary

We are seeking an experienced Urban Planner to join our Engineering Consultancy team in Saudi Arabia. The successful candidate will be responsible for developing, reviewing, and coordinating master plans, land use strategies, urban development projects, zoning regulations, regulatory compliance activities and infrastructure planning studies while coordinating with stakeholders, consultants, and multidisciplinary engineering teams. The candidate shall possess extensive knowledge of Saudi planning regulations, municipal requirements, building codes, and approval

processes and have proven experience in delivering urban planning and master planning projects for major clients across the Kingdom.

Key Responsibilities

• Prepare and develop master plans up to detailed master plan, structure plans, neighbourhood plans, and urban development strategies.

• Conduct land-use analysis, zoning strategies/regulations, plot allocation studies, and development control regulations.

• Perform urban growth analysis, demographic studies, capacity assessments, and feasibility studies.

• Coordinate with transportation, utilities, environmental, and infrastructure teams to ensure integrated planning solutions.

• Conduct spatial analysis, GIS mapping, and urban development assessments.

• Prepare planning reports, technical studies, presentations, and planning submissions.

• Review development applications and assess compliance with planning regulations and standards.

• Coordinate infrastructure planning including roads, utilities, transportation, drainage, water, wastewater, power, and telecommunications.

• Coordinate with architects, civil engineers, infrastructure engineers, environmental specialists, and

stakeholders.

• Liaise with government authorities, developers, utilities providers, contractors, and clients.

• Coordinate approval processes and resolve planning-related issues

• Participate in urban regeneration, industrial city planning, mixed-use developments, residential communities, and smart city projects.

• Review consultant deliverables, design reports, drawings, and technical documentation.

• Ensure proper integration between planning, infrastructure, and architectural disciplines.

• Assess sustainability, resilience, and smart city initiatives within development projects

Regulatory Compliance

• Ensure compliance with Saudi Building Code (SBC) requirements.

• Ensure compliance with MOMRAH regulations, municipal planning requirements, and regional development guidelines.

• Manage submissions and approvals with relevant Saudi authorities.

• Monitor changes in planning regulations, codes, and standards applicable within Saudi Arabia.

Required Qualifications

• Bachelor's degree in Architecture, Urban planning.

• Master's degree in urban planning or urban design is preferred.

• Professional registration with the Saudi Council of Engineers (SCE).

• Membership of a recognized planning professional body is an advantage (e.g. RTPI, APA, CIP, PIA).

Experience Requirements

• Minimum 5-10 years of professional experience in Urban Planning and Master Planning.

• Minimum 4 years of experience in Kingdom of Saudi Arabia.

• Proven experience working within Engineering Consultancy organizations.

• Demonstrated experience in industrial, infrastructure, residential, mixed-use, commercial, and master planning projects.

• Experience managing multidisciplinary design teams and coordinating stakeholder engagement.

• Experience obtaining planning approvals and authority clearances within Saudi Arabia.

Technical Skills

• Proficiency in GIS software (ArcGIS, QGIS).

• Knowledge of AutoCAD, Adobe Creative Suite, and Microsoft Office.

• Familiarity with urban planning regulations, zoning codes, and development standards.

• Understanding of transportation planning, infrastructure planning, and sustainability principles.

• Experience with data analysis, spatial modelling, and report preparation.

Presentation Software Skills

• Proficient in Microsoft PowerPoint for preparing professional planning presentations, stakeholder reports, and

public consultation materials.

• Experience with Adobe InDesign and Adobe Photoshop for presentation boards and visual communication.

• Familiarity with Microsoft Visio, Canva, or similar visualization tools is an advantage.

• Ability to create compelling presentations incorporating maps, GIS outputs, master plans, urban design

concepts, infographics, and data-driven insights.

Knowledge of Saudi Codes & Regulations

The candidate shall demonstrate strong knowledge of:

• Saudi Building Code (SBC).

• Royal Commission planning standards.

• Saudi Green Building requirements and sustainability frameworks.

• Municipal subdivision and land-use regulations.
