About The Role

The Vice President – Cluster PMO is responsible for leading the Cluster-wide portfolio management function, providing oversight, governance and coordination across strategic programmes, major initiatives and entity portfolios.

The role enables effective execution of Cluster priorities by providing an integrated view of portfolio performance, supporting prioritisation and executive decision-making, and ensuring that key risks, dependencies and delivery challenges are addressed at the appropriate level.

Operating across multiple entities and functions, the role strengthens alignment, accountability and consistency in portfolio and programme management while maintaining delivery ownership with the relevant business and programme leaders.

Key Responsibilities

1. Cluster Portfolio Leadership

  • Provide strategic oversight of the consolidated portfolio across Cluster entities, ensuring alignment with business priorities and strategic direction.
  • Guide prioritisation across competing initiatives, taking account of business value, delivery complexity, risk and organisational capacity.

2. Strategy & Execution

  • Support the translation of Cluster strategy into an aligned portfolio of programmes, initiatives and delivery priorities.
  • Maintain oversight of execution against agreed priorities and ensure areas requiring intervention or executive attention are surfaced in a timely manner.

3. Governance & Assurance

  • Establish and maintain an effective governance framework across the Cluster portfolio, providing appropriate oversight, control and assurance.
  • Ensure major programmes and initiatives operate with clear accountability, decision rights and appropriate escalation mechanisms.

4. Performance & Executive Insight

  • Provide Cluster leadership with a clear and integrated view of portfolio performance, delivery confidence, risks, dependencies and emerging priorities.
  • Provide insight, challenge and recommendations to support executive decision-making and timely intervention.

5. Cross-Entity & Major Programme Oversight

  • Provide senior oversight across strategically significant, complex and cross-entity programmes requiring coordination beyond individual business boundaries.
  • Facilitate alignment across senior stakeholders and ensure material dependencies and delivery challenges are appropriately managed.

6. PMO Leadership & Organisational Capability

  • Lead the development and effectiveness of the Cluster PMO, strengthening portfolio management capability, governance maturity and delivery discipline.
  • Promote consistent standards, ways of working and accountability across the wider PMO community while recognising entity-level ownership and requirements.

Basic Qualifications

  • Experience within defence, technology, engineering, government or another highly regulated / programme-intensive sector; experience operating at Group or enterprise level
  • Bachelor's degree in Business, Engineering, Project/Programme Management, Strategy, or a related discipline
  • 15+ years experience across programme management, portfolio management, PMO, strategy execution or transformation, including significant senior leadership experience in a complex, multi-entity environment
  • Recognised project or programme management certification such as PMP, MSP, PgMP or equivalent

Preferred Qualifications

  • Master's degree, MBA, or equivalent postgraduate qualification
  • Portfolio management, Agile, Lean Six Sigma, change management or strategy execution certification
