Job Description

we are seeking a Water Communication Expert who will work on effectively communicating key messages about the donor's support to water in Egypt. The expert will work under the supervision and strategic guidance of the Team Leader and KE2 Communication Key Expert, in order to provide communication support to promote the donor's financial assistance to the water sector in Egypt and to produce content that will be useful for the public in terms of knowledge and behaviour change.

The primary objective for this assignment is to significantly increase the donor's visibility on its support and engagement with water, thereby raising awareness of the Donor-Egypt partnership in this sector.

The expert will provide communication support to produce content and implement events that promote the donor's support. The main events include the World Water Day (22 March) and the CWW in October 2026. Further events are still to be planned as part of the water thematic campaign.

Scope of Work: Water Communication Expert responsibilities

General Communication

  • Gain an in-depth understanding of the Donor–Egypt partnership and all donor‑funded water programmes, including blending operations and key milestones.
  • Identify and craft value‑added messages tailored to priority themes (e.g., climate resilience, water efficiency, wastewater treatment, governance).
  • Create compelling communication materials supporting awareness‑raising and behaviour‑change objectives.
  • Coordinate with donor‑funded project communication teams to source stories, data, visuals, and field content.
  • Gather content in coordination with donor-funded project communication teams and partners.
  • Liaise with local stakeholders (government, civil society, private sector) to craft accurate, compelling narratives
  • Map events/activities opportunities organised for the sector by stakeholders/partners/initiatives.

Events Design & Implementation

  • Develop concept notes and communication plans for key water‑sector milestones and events.
  • Coordinate the implementation of donor‑related water communication events, ensuring alignment with donor visibility guidelines.
  • Liaise with partners, government counterparts, civil society, and private‑sector stakeholders to support joint event delivery.
  • Oversee production with photographers, videographers, designers, and event agencies.
  • Ensure consistent branding, messaging, and high‑quality execution across all event components
  • Coordinate events printed materials abiding with the donor C&V.
  • Coordinate logistical and communication elements to ensure smooth and impactful implementation.
  • Obtain quotations and approvals.

Social Media & Digital Outreach

  • Create engaging and creative social media content in various formats adapted to donor platforms and audiences in Egypt.
  • Produce and develop social media content aimed at improving audience engagement and reach on donor channels.
  • Develop digital campaigns and their concept notes highlighting water‑sector achievements and key milestones.
  • Propose and create targeted online visibility actions that amplify donor messages and drive public engagement.
  • Development and execution of infographics, short videos, reels, and other digital products.
  • Produce, adapt, and package content (articles, briefs, storytelling, testimonials, visual materials) to highlight donor contributions to the water sector.
  • Write scripts and oversee production of videos.

Media Relations

  • Draft media materials (press releases, talking points, key messages) to support visibility of water‑related actions.
  • Coordinate with media outlets in Egypt to ensure broad and accurate coverage of donor-supported water initiatives.
  • Support press field visits, interviews, and storytelling opportunities linked to water‑sector milestones.

Monitoring, Learning & Reporting

  • Regularly track performance, monitor and report against key performance indicators, throughout the duration of the contract indicators linked to communication outputs and audience engagement.
  • Identify and document best practices, lessons learned and recommendations for future communication interventions.
  • Mapping future opportunities.
  • Provide event reports, activity summaries, and regular progress updates.

Deliverables

  • Comprehensive campaign for the water sector (including implementation plan and KPI)
  • Event/activities annual mapping
  • High‑quality printed and digital content production for water-related campaigns, events, and milestones including media materials and social media content packages.
  • Successful implementation of planned donor events and campaign activities.
  • Event activity reports.
  • Social media activity reports

Duration of Assignment

The assignment will commence as soon as possible, in March 2026. The assignment will last till 31st December 2026 and can be renewed upon satisfactory performance until 14 April 2027 (end of current service contract).

Qualifications And Experience

The candidate should have the following qualifications:

  • Advanced degree in Communications, Development Studies, Journalism, Social Studies or related field to the sector.
  • Minimum of 5 years of experience in water communications water, sustainability, or development communication.
  • Demonstrated experience designing and delivering communication campaigns and multi‑stakeholder promotional activities.
  • Experience in communication on sustainability related issues and participation in at least 2 long term campaigns or other promotional activities
  • Strong background in event management and implementation.
  • Solid social media experience with excellent writing, creativity, storytelling, and visual communication skills.
  • Excellent organisational, time management, and multitasking skills.
  • Strong attention to detail and ability to work under tight deadlines.
  • Responsive and ensures high quality
  • Proven ability to work collaboratively with diverse stakeholders.
