Job Description

Parsons is looking for an amazingly talented Worker Welfare Manager to join our team! In this role you will get to ensure the health, safety, and overall well-being of workers across project sites.

The Worker Welfare Manager in construction is responsible for ensuring the health, safety, and overall well-being of workers across project sites. This role focuses on maintaining humane working conditions, ensuring compliance with labor and safety regulations, and implementing welfare initiatives for both direct employees and subcontracted labor.

What You'll Be Doing

  • Develop and implement worker welfare policies aligned with construction industry standards
  • Ensure compliance with labor laws, occupational health, and safety regulations (e.g., OSHA requirements)
  • Monitor site conditions including sanitation, drinking water, rest areas, and accommodation (if applicable)
  • Oversee worker facilities such as canteens, medical units, and transportation
  • Conduct regular site inspections and welfare audits
  • Act as the main point of contact for worker grievances and welfare concerns
  • Promote health and safety awareness programs (toolbox talks, campaigns, training sessions)
  • Coordinate medical check-ups, emergency response systems, and insurance coverage
  • Ensure proper onboarding, including awareness of worker rights and site policies
  • Collaborate with site managers, HR, HSE teams, and subcontractors to maintain welfare standards
  • Track and maintain records of incidents, complaints, and welfare initiatives
  • Support crisis management, including accidents or labor disputes

What Required Skills You'll Bring


  • Bachelor's degree in Social Work, Human Resources, Occupational Health & Safety, or related field
  • 5+ years of experience in worker welfare, HR, or HSE roles within construction, infrastructure, or industrial sectors
  • Strong knowledge of labor laws, worker rights, and occupational health and safety standards
  • Experience working with large, diverse, and often migrant workforces
  • Familiarity with accommodation and camp management (for remote sites)
