Job Purpose: To support the development and successful implementation of the section's framework, whilst managing all aspects to develop recommendations for measures to improve the work climate in the organization.

  • Manage the tendering process and all of its relevant areas consisting of sourcing, evaluating and awarding.
  • Receive, review and edit project requirements from end users, and consequently communicate to the suppliers.
  • Liaise with end users to keep track of financial and technical areas of projects.
  • Represent the organization in contractual discussions of contracts and tenders.
  • Coordinate and manage negotiation meetings between DIEZ and suppliers, and participate in negotiating

contract terms, pricing and payment schedules.

  • Source the best and most suitable suppliers in the market to ensure quality and cost efficiency.
  • Prepare and cascade periodic status reports for the management team.
  • Assist with the development and implementation of long- and short-term departmental strategies.
  • Assist in establishing tendering and contracting policies, procedures, and standards, to protect the organization's rights and best serve the customers.
  • Discuss with end users the projects required within the annual plan in order to prepare accordingly.
  • Perform financial evaluations of proposals and submissions to determine the most competitive bids within pre-defined general guidelines.
  • Maintain an updated database of vendors and suppliers for ease of reference at any time as would be required.
  • Manage pre and post contract phases, including variations terminations and evaluations.
  • Prepare review and communicate contracts and all official correspondences.

Qualifications

  • A minimum of a bachelor's or any equivalent degree
  • A minimum of 4 years of relevant experience
  • English language required (advanced); Arabic language desired (working knowledge).
