If you know how to take a complex RFP and turn it into a structured, competitive, and commercially sharp submission, this role gives you real ownership.
Based in Dubai, you will lead bid management activities across the Middle East while working closely with international offices. You will operate at the centre of technical coordination, commercial positioning, and client engagement, partnering with senior engineers and directors to secure high value projects.
This is a visible role with direct impact on revenue. You will not just compile documents. You will drive process, challenge inputs, coordinate stakeholders, and ensure submissions are precise, compliant, and strategically positioned.

What you will be doing
Bid Management
- Lead end to end bid processes from RFP review to final submission
- Break down client RFP requirements into structured response plans
- Identify existing content, required new content, and responsible contributors
- Coordinate engineers and design partners to ensure accurate and complete submissions
- Manage enquiry logs and master bid tracking systems
- Complete client prequalification documentation and maintain accurate records
- Liaise with clients on pre-bid clarifications within strict deadlines
- Prepare formal correspondence and documentation in collaboration with Project Managers
- Provide monthly pipeline and bid activity reports to leadership
Commercial & Market Support
- Research upcoming projects and emerging opportunities across the region
- Track competitors and market intelligence, sharing insights with Directors
- Support client relationship management and follow up activities
- Coordinate meetings and maintain CRM accuracy
- Ensure contractual paperwork is in place for sub consultants where required
- Maintain and update regional design partner lists
Key requirements
- Master's degree in Management, Business, Finance, Marketing, or related field
- Fluent English required; Russian and Turkish language skills highly advantageous
- 5+ years experience in bid management within construction, engineering, or consultancy
- Strong understanding of proposal structuring and compliance requirements
- Proficiency in CRM systems and Microsoft Office tools
- Strong organisational skills with the ability to manage multiple live bids
- Commercially driven, accountable, and detail oriented
- Willingness to travel regionally and internationally
