Role Overview

We are seeking a Bilingual HR & Payroll Specialist for our HR operations and payroll processing for employees specifically within Saudi Arabia (KSA) and the UAE.

This is a critical role where you will act as the subject matter expert on regional labor laws. You will ensure Feoda remains compliant while delivering a seamless employee experience. You will manage the end-to-end payroll cycle, ensuring accuracy in calculations, deductions, and compliance with government systems (WPS).

Key Responsibilities

Payroll & Compensation:

  • Process monthly payroll for employees in KSA and UAE, ensuring 100% accuracy and timeliness.
  • Manage statutory deductions and contributions, including GOSI (KSA) and Pension Authority (UAE) requirements.
  • Administer the Wage Protection System (WPS) filings for both regions to ensure compliance with Ministry of Human Resources requirements.
  • Calculate and process End of Service Benefits (EOSB) (Gratuity) strictly in accordance with KSA and UAE labor laws.

HR Operations & Compliance:

  • Serve as the primary point of contact for KSA and UAE Labor Law inquiries.
  • Draft, implement, and update HR policies and employee handbooks to ensure alignment with local regulations (e.g., Leave policies, Saudization/Emiratization requirements).
  • Manage government relations admin (GRO) oversight regarding Iqamas, Visa renewals, and work permits where applicable.
  • Maintain digital personnel files and ensure data privacy compliance.

Employee Relations & Strategy:

  • Manage employee onboarding and offboarding processes, ensuring a smooth transition for new hires and leavers.
  • Administer employee benefits programs (Health Insurance, allowances).
  • Advise leadership on HR best practices and risk mitigation in the GCC region.
Qualifications

Must-Haves:

  • Language: Professional fluency in English and Arabic (written and spoken) is non-negotiable.
  • Experience: 3-5+ years of hands-on experience in HR and Payroll administration specifically handling KSA and UAE jurisdictions.
  • Regulatory Knowledge: Deep understanding of:
  • Saudi Labor Law & GOSI.
  • UAE Labor Law & MOHRE regulations.
  • Wage Protection System (WPS) mechanics in both countries.
  • Education: Bachelor's degree in Human Resources, Business Administration, or a related field.

Technical Skills:

  • Proficiency in HRIS and Payroll software.
  • Advanced Excel skills for payroll reporting.
  • Strong attention to detail and problem-solving skills.
Preferred Qualifications (Bonus)
  • Experience working with Oracle NetSuite or similar ERP environments.
  • Experience working within the Education or Technology sectors.
  • CIPD certification or equivalent HR qualification.
