Building Services Officer
Organizational Setting and Work Relationships
The Building Services Officer will work closely with administration, programme, shelter/wash, security and other relevant units, and will cover all civil work required in a UNHCR office. The incumbent is normally supervised by the Senior Administrative or Finance Officer, who defines the work objectives and provides direction. . The Building Services Officer will participate in the implementation of UNHCR global infrastructure services strategies and continuous initiatives under the functional guidance and leadership of the Global Infrastructure Section. The incumbent normally supervises staff in the general service category, specifically those working in property management and related technical areas.
The incumbent provides technical and specialized guidance and support to the implementation of civil engineering activities of UNHCR office premises, staff housing, refugee registration centres, warehouses and other structures in accordance with the prevailing rules and regulations including environmental considerations. Furthermore, the incumbent provides technical inputs to the development, of technical documents (technical drawings, bills of quantity, technical assessment of offers, measurements of quantities of works and supply of materials, etc.)
The incumbent is responsible to maintain hard and soft copy of project and technical documentation and will have contacts with UNHCR staff, technical counterparts in other UN agencies, commercial service providers, partners, etc. on relevant subject matters in close coordination with the direct supervisor.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- In cooperation with relevant technical units and departments, formulate proposals for disposal of premises and/or support identification, selection and alteration of new buildings/ premises considering also the environmental impact of actions.
- Draft quotation requests and/or tenders and contribute to the evaluation of offers and proposals.
- In close collaboration with the Global infrastructure Section, monitor and support the implementation of project related to office premises and other UNHCR buildings and structures, such as staff housing, refuge reception areas and warehouses.
- Propose most convenient solutions between purchase and lease of premises, considering full life cycle and existing alternatives.
- Provide civil engineering advice and technical guidance for the management of office buildings including support for tendering processes as well as development of service contracts. Work closely with security and others, if necessary in maintaining/installing technical security installations in the buildings under the area of responsibility.
- Support the preparation of plans, specifications and Terms of Reference for construction projects according to operational needs.
- Ensure that operations obtain all necessary documents to establish ownership of land and buildings and satisfy national and international requirements regarding the buildings safety and adequacy to the planned use and occupancy.
- Conduct field missions to support operation(s) within the area of responsibility in construction and contracting or contract management related matters.
- Analyse contract terms, contract deliverables and payment applications.
- Ensure timely delivery of civil engineering projects, according to best practices and prevailing UNHCR rules and regulations.
- Identify potential problems and risks during claims procedures and assist by reasonable means in selecting options for resolving them with the aid of the Legal Affairs Service (LAS).
- Advise on issues that may impact the achievement of project outcomes.
- Provide support on issues arising during general construction supervision including monitoring compliance with specifications, designs and contract management resolutions/advice.
- Monitor and analyse relevant data and provide status reports and updates.
- Support the wider UN greening initiative.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Proven experience in managing complex technical projects (preferably property related). Knowledge to interpret legal documents, surveys, construction drawings and title deeds. Nature of Position:
The Building Services Officer P3 plays a pivotal role within UNHCR Jordan's operational context, reporting to the Senior Administrative Officer and receiving technical direction from the Technical Coordinator for all projects related to buildings, premises, and offices across the country. UNHCR's mission in Jordan is actively engaged in the ongoing process of transitioning towards greater environmental sustainability across all offices within the country. This necessitates a continuous and intensive level of technical support for the administration of infrastructure and facilities, including offices, registration centers, and base camp offices.
The UNHCR operation in Jordan comprises several premises in Amman and in the field, which have served as the backbone for the organization's vital work for more than a decade, accommodating over 500 staff members.
