Role Overview

Lead and drive business development for PMO / PMC / Digital PMO services across Saudi Arabia and the GCC, securing high-value consultancy mandates and positioning SJ as a trusted strategic partner within major programmes and giga-project ecosystems.

Role Purpose

To originate, develop, and secure high-value PMO / PMC / Digital PMO mandates by leveraging:

• Strong executive-level client relationships
• Deep understanding of project and programme management frameworks
• Solid knowledge of Digital PMO platforms and programme controls ecosystems

This role requires a commercially driven leader capable of engaging at C-level while demonstrating technical credibility in programme governance, PMIS

environments, and delivery risk management.

Key Responsibilities

• Identify, originate, and convert new PMO / PMC opportunities across KSA and GCC
• Build and maintain executive-level relationships with government entities, developers, and major clients
• Position Digital PMO and programme controls capabilities strategically within target accounts
• Lead proposal strategy, commercial structuring, and contract negotiations
• Support market shaping and early-stage opportunity positioning
• Collaborate with delivery teams to ensure technical alignment and credible solution offerings
• Secure multi-million USD consultancy mandates

Key Qualifications & Experience

• 1015 years experience within GCC construction / infrastructure sector
• Proven business development track record in:
• PMO
• PMC
• Programme Controls
• Infrastructure advisory
• Strong project or programme management background (client-side or delivery-side PMO)
• Demonstrated understanding of Digital PMO / PMIS systems
• Executive-level client relationships in Saudi Arabia
• Experience securing multi-million USD consultancy mandates
• Fluent English (verbal & written)
