The Business Development Manager is responsible for identifying, developing, and securing new business opportunities that support the company's strategic growth objectives. The role focuses on building strong client relationships, identifying market opportunities, managing prequalification processes, coordinating bid strategies, and leading business development initiatives across construction, engineering, infrastructure, healthcare, and PPP projects.
Key Responsibilities
Business Development
- Identify and pursue new business opportunities across all targeted sectors.
- Build and maintain strong relationships with clients, consultants, developers, government entities.
- Monitor market trends, upcoming projects, and investment opportunities.
- Maintain an active pipeline of prospective projects and clients.
Client Relationship Management
- Establish long-term relationships with key decision-makers and stakeholders within industry stakeholders.
- Conduct client meetings, presentations, and capability demonstrations.
- Represent the company at industry events, conferences, and networking functions.
- Ensure high levels of client satisfaction and identify opportunities for repeat business.
- Develop and maintain plan and contacts list for priority clients, identifying decision-makers, upcoming opportunities, relationship gaps, and engagement strategies.
Tender & Proposal Development
- Lead the business development and client-facing aspects of strategic pursuits, while coordinating with Tendering, Estimation, Technical, and Commercial teams responsible for preparation and submission of bids.
- Prepare and coordinate Go/No-Go evaluations and recommendations for review by the BD Director and management.
- Coordinate Expressions of Interest (EOIs), Requests for Qualifications (RFQs), and Prequalification Questionnaires (PQQs)
- Support the BD Director in developing winning strategies for major bids and strategic pursuits.
- Provide insights to the Tendering team on the opportunity related information such as competitors, client expectation, and targeted budget.
Market Intelligence
- Monitor competitor activities, market developments, and government initiatives.
- Maintain an accurate and continuously updated opportunity pipeline within the CRM, including opportunity stage, probability, estimated value, key stakeholders, competition, next actions, and expected award timeline.
- Prepare market intelligence reports and business opportunity assessments.
Financial & Commercial Support
- Support commercial negotiations with clients and partners.
- Assist in developing project business cases and investment analyses.
Internal Coordination
- Work closely with engineering, operations, procurement, legal, finance, and executive management, for business development objectives, and prequalification requirements.
- Assist in the coordination of project handovers from business development to project delivery teams.
- Ensure accurate reporting of business development activities and project opportunities.
Qualifications
- Bachelor's degree in civil engineering, Construction Management, Business Administration, or a related discipline.
- Minimum 10 years of experience with at least 5 years in business development within the construction sectors.
- Established network with major developers, government entities, PIF, consultants, and key stakeholders in Saudi Arabia.
- Strong understanding of procurement methods including Design & Build, EPC, PPP, BOT, DBFOM, and traditional contracting.
- Experience working with government entities, PIF developers, consultants, and private sector clients.
