About Etijah
Youth and Development Consultancy Institute – Etijah is a non-profit organization specializing in developing, improving, and disseminating development methodologies in youth and community development.
Based in Cairo, Etijah's primary concern is to create and tailor up-to-date and high-quality development methodologies, research tools, applicable practices of youth development, and training delivery models, to be able to qualify youth by providing them with the skills, know-how, and aptitudes, as well as contribute to building the capacity of governmental and non-governmental youth-serving organizations. Our role is to provide youth with direct access to unconditional participation by providing practical tools and models for developing community-wide initiatives.
Project Background
Project Overview: Etijah's Economic Empowerment Department drives inclusive economic growth across Egypt, focusing on enhancing livelihoods, entrepreneurship, employability skills, and social integration. Etijah is seeking a service provider to deliver Start Your Business (SYB) and Improve Your Business (IYB) training modules to 200 refugees, aged 18–59, in Greater Cairo. The selected service provider will interview, select, and deliver SYB/IYB trainings, equipping participants with essential business generation and management competencies.
Duties And Responsibilities
- Deliver ILO-certified SYB and IYB modules to 200 beneficiaries (140 refugees + 60 host community members and other nationalities).
- Strengthen participants capacity to generate self-employment opportunities and manage micro-enterprises.
- Facilitatemarket linkages, mentorship, and post-training follow-up for sustainable business outcomes.
Responsibilities Of The Consultant/s
- Training Delivery and business plan development:
- Provide fully certified ILO SYB/IYB training materials and curricula.
- Deliver training to cohorts not exceeding 20 participants per round with a total of twelve rounds or batches.
- Ensure sessions cover all SYB/IYB modules: Business launching strategies, business plan drafting, market analysis, financial planning, record-keeping, marketing, and business growth strategies.
- Training duration: 5 days per training round, with practical exercises and case studies.
- Participants must be able to create a business plan at the end of the training round
- All trainings must be delivered in Arabic
- Ensure a gender-sensitive and disability-friendly environment.
- Issue certificates upon successful completion of each module.
- Coaching and Progress Assessment:
- Develop coaching session tools to support the participants businesses and assess their progress based on their business plans
- Create and develop a tool to support each participant in the closure of their participation after completing their coaching sessions.

- o Support participants through individual coaching sessions 2-4 weeks after the delivery of the training round

- Monitoring & Evaluation:
- Design and implement pre- and post-training assessments to measure knowledge and skill acquisition.
- Develop tracking tools for progress and success stories.
- Submit monthly progress reports and a comprehensive final report.
Job Requirements
- Registered legal entity in Egypt (NGO, training center, private company, etc.).
- Minimum 2-year experience per trainer in delivering ILO SYB/IYB.
- Proven track record with refugee and host community beneficiaries.
- Capacity to deliver at least 2 parallel training rounds per week, with one trainer per round.
- Commitment to safe, inclusive, gender-sensitive training environments.
- Have substantial experience accommodating persons with disabilities in training.
Key Deliverables
- Detailed interviewing tool of the 200 participants.
- Comprehensive training curricula for SYB/IYB modules.
- Delivery of training to 200 participants in cohorts of ≤20.
- Pre- and post-training assessment reports.
- Delivery of coaching sessions to participants.
- Monthly progress updates and final narrative and financial report.
- Participant feedback compilation and success stories.
- Certification of graduates.
- Conduct a Social Cohesion event for 1 day.
How To Apply
Applicants are required to submit their financial and technical proposals in two sealed envelopes, one for the financial proposal and one for the technical proposal, before the highlighted deadline at Etijah's office.

- Trainer CVs and qualifications (must have experience with SYB/IYB training).
- Accreditation proof for ILO SYB/IYB certified trainers.
- Plan for post-training mentorship and market linkages.
- References from similar projects.
- Financial Proposal:
- Cost breakdown.
- Budget covering trainer fees, training materials, and certification.
- All costs must be in EGP, and inclusive of all taxes. Financial proposals excluding taxes will not be accepted.
- Legal registration (commercial/MoSS).
- Tax registration certificate.
Submission Deadline:Sunday, the 12th of April 2026, by 3:00.
Notes
Etijah will be responsible of all logistical arrangements for the interviews and training round, including but not limited to, and shouldn't be added to the proposals:

- Lunch breaks
- Transportation Allowances
- Participants will be provided with the SYB and IYB modules.
- Please note that Etijah's office will be receiving applications every day from 10:00 AM to 3:00 PM, with the exception of weekends and national holidays.
