Job Purpose
The Buyer will be responsible for executing procurement activities for goods, services, and subcontracts in compliance with project requirements related to cost, time, and quality, while adhering to company policies, procedures, and industry standards.
Key Responsibilities
- Issue Requests for Quotation (RFQs) to approved vendors based on purchase requisitions
- Coordinate with vendors during the preparation of technical and commercial proposals, ensuring confidentiality of bid information
- Prepare commercial and economic bid tabulations to evaluate and compare vendor offers
- Support vendor selection by analyzing proposals and recommending optimal procurement strategies
- Lead commercial negotiations with suppliers to achieve cost-effective and compliant agreements
- Prepare and issue purchase orders and subcontracts in line with company General Terms & Conditions and project-specific requirements
- Manage and evaluate deviations from standard terms and conditions
- Close procurement processes by obtaining confirmations from selected vendors and notifying unsuccessful bidders
- Follow up on order execution and manage revisions or amendments when required
- Review and comment on technical documentation associated with purchase requisitions and evaluations
- Ensure all procurement activities are performed in line with company procedures, systems, and tools
- Maintain and manage procurement documentation and ensure proper archiving
Requirements
- Bachelor's degree in Engineering, Supply Chain, Business Administration, or related field
- Proven experience as a Buyer within the Oil & Gas or EPC industry
- Strong knowledge of procurement processes, contract management, and vendor negotiations
- Experience handling RFQs, bid evaluations, and subcontracting processes
- Familiarity with international suppliers and procurement standards
- Excellent negotiation, communication, and analytical skills
- Ability to work in a fast-paced, project-driven environment
