Job Description

Location: Egypt (Dual Sites Zahraa El Maadi, Cairo / SC Zone - Ain El Sokhna, Suez)

Function: Project Management & Security Operations

Position Summary:

The CBS Project Manager is a critical dual-phase role responsible for the end-to-end lifecycle of security infrastructure. During the Build phase, you will spearhead the planning, design, and commissioning of sophisticated security systems. Upon completion, you will pivot to the Operate phase, taking full ownership of long-term system reliability, maintenance, and continuous optimization. This role ensures that construction-stage decisions translate into world-class, high-availability security operations.

Key Responsibilities:

Phase 1: Build (Design, Construction & Commissioning)

  • Develop and execute the master project plan, ensuring all security milestones align with the broader infrastructure critical path. Own the project budget and timeline.
  • Oversee the review and approval of security system architectures. Ensure that designs are not only technically sound but also optimized for long-term maintenance and scalability.
  • Drive the selection of vendors and lead the negotiation of Long-Term Operational Support (OLS) and Service Level Agreements (SLAs) from the outset.
  • Provide direct oversight of on-site installations. Enforce strict adherence to Health, Safety, and Environment (HSE) standards and technical specifications.
  • Lead comprehensive Test & Commissioning (T&C) phases, utilizing real-world stress tests to ensure system integrity before final handover.
  • Act as the primary point of contact for Egyptian governmental and regulatory bodies to secure necessary permits and ensure full compliance with national security mandates.

Phase 2: Operate (Long-Term Operations & Maintenance)

  • Assume 24/7/365 accountability for system performance post-handover. Lead internal teams and external maintenance contractors to ensure zero downtime.
  • Track system health against rigorous availability and performance metrics. Identify trends and implement continuous improvement initiatives to enhance security effectiveness.
  • Own the O&M budget. Strategically manage CAPEX/OPEX, spare parts inventory, and contract renewals to ensure cost-efficiency without compromising security.
  • Serve as the lead technical expert during security incidents. Oversee investigations, conduct regular system audits, and lead emergency response drills.
  • Drive the training and development of the operational team. Create and maintain a robust library of Standard Operating Procedures (SOPs) to ensure institutional knowledge and operational consistency.

Qualifications & Experience:

  • Bachelor's degree in Electrical Engineering, Electronics, or a related technical field.
  • PMP (Project Management Professional) or equivalent is highly preferred.
  • Minimum of 10 years of professional experience, with at least 5 years specifically focused on large-scale security infrastructure projects (e.g., ports, Airports, borders, or critical national infrastructure).
  • Proven track record of managing a project through the full lifecycle, specifically the transition from construction to operations (BOT/PPP experience is a plus).
  • Expert-level knowledge of X-ray/Gantry scanners, CCTV/VMS integration, Perimeter Intrusion Detection Systems (PIDS), and Security Command Centre (SCC) ecosystems.
  • Familiarity with international security standards (ISO 27001, ASIS CPP, or PSP).
  • Advanced proficiency in project management tools (MS Project, Primavera).
  • Native Arabic speaker with professional-grade fluency in English.
