Job Description
Oversee and enhance the security performance of metro and tram operations by monitoring
contractor compliance, coordinating with external agencies, and ensuring effective implementation of
security standards, emergency preparedness, and information security requirements across all rail
systems.
- KEY RESULTS ACCOUNTABILITIES
Strategy
- Review, monitor, and make improvement recommendations on the security performance of
the O&M contractor covering metro and tram stations, train and tram services, incident
handling, and car park management.
- Review and assess all security-related matters to ensure the O&M contractor can meet
operational and maintenance requirements and long-term security plans.
- Review and make recommendations on by-laws execution, security-related operating
procedures, and work instructions to the O&M contractor with the consent of RTA
Operations.
- Input, review, and make recommendations on cash handling and collection procedures to
ensure secure and compliant operations across the network.
- Coordinate with external agencies, including Dubai Police, on all security-related matters,
especially during special events and emergency situations.
Operations
- Monitor and review O&M contractor management of security issues in rail operations,
ensuring compliance with concession agreements and approved standards.
- Review and monitor the O&M contractor's deliverables related to security performance,
ensuring adherence to contractual terms and service levels.
- Coordinate with the O&M contractor and emergency services to plan and conduct emergency
exercises and drills under both normal and emergency conditions.
- Review and make recommendations on remedial actions and improvement measures
following accidents, incidents, or security-related disruptions.
- Review and make recommendations on security hazards occurring in metro and tram
operations, ensuring risk mitigation and preventive measures are implemented.
- Monitor and assess O&M contractor performance against security performance targets,
recommending corrective and improvement actions where necessary.
- Monitor the utilization of security resources of the O&M contractor including manpower,
facilities, and workload allocation, to achieve optimal cost efficiency.
Product / Process Improvement
- Review, monitor, and provide input on security aspects of new transit projects related to rail
and tram systems, ensuring integration with existing security plans.
- Recommend and monitor improvement initiatives to strengthen the effectiveness, efficiency,
and resilience of rail and tram security operations.
- Continuously evaluate the implementation of corrective measures arising from audits,
investigations, and emergency drills, ensuring sustainable performance enhancement.
- Enforce strict adherence to RTA Information Security policies, procedures, and processes,
ensuring all security data is handled in compliance with official guidelines.
- Actively participate in Information Security training and awareness sessions, immediately
report security incidents, and ensure responsible handling of all internal and external data
transfers.
Physical Working Conditions
- Conduct regular field inspections at metro and tram stations, depots, and control centers to
verify the effectiveness of security procedures and readiness of systems.
- Remain available for on-call support during security incidents, special events, and
emergencies to provide technical direction and ensure coordinated response with the O&M
contractor and emergency agencies.
