Role Overview:

The Contracts Manager will be responsible for managing all contract administration and commercial activities within the PMO framework, ensuring full compliance with contractual obligations, governance requirements, and project objectives. The role requires strong expertise in FIDIC-based contracts, claims, variations, and project delivery support.

Responsibilities:

Contract Administration & Governance:

  • Administer the Contract in accordance with FIDIC conditions and the Employer's Particular Conditions.
  • Issue instructions, notices, determinations, certificates, and communications in line with the Contract and delegated authority.
  • Maintain impartiality, fairness, and independence in the Engineer's role.
  • Implement the Client's project governance and stage gate approval processes.

Project Planning & Delivery:

  • Define delivery strategies for design, procurement, construction, and commissioning.
  • Establish and manage baselines for cost, schedule, scope, and risk.
  • Develop and maintain the integrated master programme.
  • Develop the Construction Management Plan (CMP), including logistics, phasing, temporary works, and site access.
  • Conduct constructability reviews and coordinate with designers to resolve issues.
  • Define trade packaging strategies, interfaces, and contractor boundaries.

Procurement & Tender Support:

  • Support tendering activities including scope preparation, bid evaluation, and award recommendations.
  • Review contractor prequalification and advise on suitability.

Change & Variation Management:

  • Manage instructed changes in accordance with the Contract.
  • Establish and maintain a structured change management workflow.
  • Log, track, and manage all change requests, instructions, proposals, evaluations, approvals, and implementations.
  • Coordinate technical, commercial, and schedule assessments of proposed changes.
  • Maintain a comprehensive Variation Register capturing costs, time impacts, decisions, and status.
  • Integrate approved changes into budgets, schedules, scope, and reporting systems.
  • Prepare clear change descriptions, instructions, and supporting documentation for Client approval.
  • Review variation proposals for compliance, technical correctness, and alignment with design intent.
  • Support negotiations and issue formal variation instructions upon approval.

Contract Registers & Records Management:

  • Establish and maintain contract registers covering scope, commercial data, deliverables, and key requirements.
  • Track contractual dates, milestones, obligations, and notice deadlines.
  • Maintain obligations matrices across all parties.
  • Implement a secure digital records management system with version control, access control, and traceability.
  • Maintain registers for instructions, submissions, approvals, claims, variations, payments, and deliverables.
  • Conduct periodic audits to ensure accuracy, completeness, and compliance with retention requirements.

Notices Administration:

  • Prepare, issue, and track all contractual notices in accordance with contract requirements.
  • Maintain a Notices Register covering issuance, responses, deadlines, and outstanding actions.
  • Monitor compliance with notice periods and escalate risks where required.
  • Coordinate routing and responses to notices to protect contractual rights.

Claims & Disputes Management:

  • Assess variations, claims, and entitlement submissions.
  • Maintain Claims & Disputes Registers with full tracking of status, evidence, and outcomes.
  • Analyse entitlement, identify risks, and prepare recommendations supported by contractual reasoning.
  • Facilitate early resolution and support dispute avoidance strategies.
  • Prepare documentation, position statements, and evidence for dispute processes (DAB/DAAB, mediation, arbitration, etc.).
  • Coordinate inputs for adjudication and dispute mechanisms (administrative support only).

Risk & Issue Management:

  • Monitor risks, early warnings, and issues that may lead to claims or disputes.
  • Maintain risk logs and ensure alignment with change and commercial management processes.

Engineer's Determinations Support

  • Provide analysis, evidence, and structured evaluations to support impartial determinations.
  • Support preparation of determination documents and track related submissions and responses.

Extension of Time (EOT):

  • Review EOT submissions for compliance and adequacy.
  • Assess delay causes, concurrency, critical path impacts, and mitigation measures.
  • Validate supporting records and provide clear recommendations on entitlement and time adjustments.

Contract Communication & Compliance:

  • Ensure all communications follow contractual protocols and record-keeping requirements.
  • Maintain full traceability and auditability across all contractual processes.

Taking Over & Close-Out Management:

  • Assess readiness and prepare recommendations for Taking Over Certificate (TOC) issuance.
  • Track taking-over events, sectional completions, and contractual implications.
  • Administer retention release processes, including assessments, certifications, and financial coordination.

Defects Liability (DNP):

  • Establish and manage Defects Notification Period procedures.
  • Maintain and track defects registers, rectifications, and re-inspections.
  • Escalate unresolved defects and recommend contractual remedies.

Performance Certificate & Final Close-Out:

  • Verify completion of all contractual obligations, including defects closure and documentation.
  • Prepare recommendations for Performance Certificate issuance.
  • Reconcile final accounts, retention balances, and outstanding items.
  • Prepare final retention release certifications and ensure proper contract close-out documentation and record

Requirements:

  • Degree or professional qualification, plus membership in a chartered institution.
  • Minimum 15 years of experience in contract management on Governmental projects.
  • Strong understanding of FIDIC-based contracts and different type of contracts and change management processes.
  • Proven ability to manage multiple contract packages concurrently.
  • Excellent communication and documentation skills.
