OVERALL JOB PURPOSE:

Effectively handle the project procurement and contracting activities for company's Mega Projects in KSA and Globally with a focused approach in order to develop and implement sourcing strategies for project's under bidding or the procurement of major equipment and preparation of procurement and construction packages in project which will eventually maximize the value creation for company and its Business units. Responsible for compliance to established policies, standards and procedures including Local Contents (LCs). Apply the best practices among all Mega projects and preserves business continuity by optimum utilization of resources. Ensures the implementation of contracts for each project considering its risk and complexity. In addition, to effectively coordinate with PDE stakeholders internally and externally in the cross-functional assignments or initiatives in the organization.

Responsibilities:

1 Strategic Contribution:

• Effectively contribute to the company's strategic plan

• Enhancing the Local Contents of Contractors to comply with strategy.

• Secure best effective contracting and sourcing strategy.

• Ensures continuous improvement of sourcing to leveraging the commercial competition for each project.

• Assist in the deployment of best practices, lessons learned implementation to maximize performance efficiency and value.

2 Project Contribution:

• Assure full compliance to the projects contracts and delegation of authority schedule (DOA) by monitoring the contracts and dispute settlements within the granted authority.

• Support the team to ensure that new stakeholders raising mega projects are aware about its process and policies.

• Provide project-specific/customized contracting solutions, proper project's contracting strategies, project bidding and provide consultations to Manager and Project Team on executed contracts.

• Participate in resolving contractual conflicts with contractors, and in reviewing, negotiating and finalizing Change Orders / Contract Amendments

• Leading the negotiation process for high value contracts.

• Managing Mega Projects claims, disputes and outstanding issues and involve Legal Counsel whenever required.

JOB RELEVANT INFORMATION (BOUNDARIES & DECISION-MAKING AUTHORITY):

• Through knowledge of sourcing and purchasing activities for mega projects.

• Through knowledge of Subcontracting, and Project Management (particularly planning, scheduling, cost control, and progress measurement methods) & Construction processes.

• Should be able to participate in meeting with contractors and Owner's project management teams on a technical level by being able to read engineering/construction drawings.

• Strong negotiation and decision-making skills.

• Strong customer relations skills.

• Strong people management and interpersonal skills.

• Knowledgeable with policies, procedures, systems and best practices in the areas of Supply Management and supplier qualifications.

QUALIFICATIONS, EXPERIENCE & SKILLS:

• Minimum University Degree in engineering or construction law or commercially oriented discipline such as finance, business administration, or related fields. a) 10-15 Years experience in the mining / petrochemical or industrial environment.
