About the Role
The role holder supports the Manager to deliver a high quality and cost-effective contract management service for
all procurement requirements of Massar. The role holder is required to maximize on-going efficiencies and savings
through robust contract management practices. which comply to Massar's procurement strategy and applicable
policies.
Responsibilities
- Handles negotiation, administration, and termination of contracts, subcontracts, and agreements with vendors
- and suppliers.
- • Reviews Request for Application (RFA) and Request for Proposal (RFP) bid solicitations and prepares cost
- proposals with supporting data.
- • Swiftly manages the approvals, extensions, modifications and amendments, supplemental funding requests, key
- personnel notifications, close-outs, and other actions.
- • Negotiates and administers all contracts, subcontracts, and other agreements.
- • Manages the contract change process and administers all contract specification changes.
- • Finalizes the tender process including issuing notifications to successful and unsuccessful tenderers, assembling
- contract documents for execution and the preparation of closed contracts.
- • Monitors financial activity of prime and sub-contracts, including contract, subcontract, and closeouts.
- • Ensures compliance with appropriate regulations and company policy procedures.
- • Coordinates with related managers on financial and administrative matters that impact on contracts.
- • Liaisons with the Finance Department on contractually related matters and budget realignments.
- • Reviews and updates Contracts Database.
- • Effectively manage high risk contracts as directed by the line manager.
- • Prepares and submits relevant reports to line manager.
- • Performs other related duties as required.
Qualifications
- Diploma in Procurement, Supply Chain Management or Business Administration
- • Bachelor's degree in Procurement, Supply Chain Management or Business
Administration
Required Skills
- Manage and ensure closure of procurement modules in Oracle Fusion.
- IT and General Services and ADHOC - Service
- drafting new contracts based on end-user requirements and ensuring proper tracking and follow-up.
Experience
- Minimum 6 to 8 years experience performing tendering and contracting activities as
- a Contracts Officer preferably in any leading Logistics, Rental or Transportation
- company in UAE
