Deputy QHSE Department Manager Position at SEAPRO


SEAPRO, a leading provider of engineering and project management services in the energy and industrial sectors (visit our website at https://www.seaproegypt.com/), is seeking a highly qualified Deputy QHSE Department Manager to support our QHSE Department. This role is essential in assisting the QHSE Manager to maintain compliance with environmental, health, safety, and quality standards, particularly in offshore and industrial operations.


Key Responsibilities



Support the design, implementation, communication, and coordination of all environmental, health, and safety programs.


Assist in advising managers on safety, health, and welfare matters to ensure compliance with statutory obligations, including maintaining and updating the Safety Manual.


Implement programs to sustain awareness, knowledge, and preparedness, fostering a culture that prioritizes effective QHSE while balancing costs.


Support QHSE ISO Certification management and compliance.


Act as a resource for addressing regulatory compliance, third-party consultants, and subcontractor representatives.


Contribute to identifying QHSE requirements, staffing plans, budget recommendations, and their implementation.


Lead, coach, and guide staff; provide training to ensure competency in QHSE practices.


Devise and coordinate training programs to enhance safe practices and promote HSE behavior.


Participate in investigations of quality failures, HSE incidents, and accidents; follow up on corrective actions.


Review QHSE policies, conduct risk assessments (including JSA), and inspect workplaces for compliance.


Develop hygiene programs, investigate environmental conditions, and conduct safety training.


Maintain emergency response plans, inspect safety equipment, and manage hazardous materials.


Ensure site reviews under QHSE frameworks, monitor daily implementations, and contribute to annual performance reports.


Coordinate investigations, monitor audits, observe drills, and apply expertise in offshore construction (e.g., diving, pipe-laying, riser installation, SBM, CBM, water intake stations, accident investigations, safety flashes).


Adhere to international standards, including IMCA diving guidelines.



Reporting and Interaction



Reports to: QHSE Manager


Supervises: Safety Officers and Quality section employees


Internal Relationships: All departments


External Relationships: Labor offices, ministries (Labor, Health, Environment, Industry), government agencies, and the company's doctor



Minimum Qualifications and Requirements



Education and Experience


BSc. in Engineering (Construction/Mechanical).


+10 years of experience in a managerial position.


+10 years of experience in offshore construction (Diving, pipe-laying, riser installation, SBM, CBM, water intake stations, accidents investigation, safety flashes, etc.).


Proficiency in risk assessment and JSA.



Language


Arabic: Mother Tongue (Reading, Spoken, and Written).


English: Fluent (Reading, Spoken, and Written).



Computer Literacy


Excellent skills in Microsoft Office Programs and Internet browsing software.



Certificates


CSM (Certificate in Safety Management).


Firefighting and damage control.


NEBOSH.


Lead auditor “45001”.


IMCA Diving certificate.


TOT.


Root cause analysis course.

Strong communication skills, including effective speaking before senior management, clients, subcontractors, and employees.


Reasoning ability to resolve issues quickly and interpret instructions in various formats.


Ability to advise and monitor diving safety issues (equipment, personnel).
