Develops, leads, and monitors all activities pertaining to time and cost controls of all projects under development.
KEY ACCOUNTABILITIES:
Establish a Planning & Projects Controls System/Manual including the followings: purpose, objectives, team organization structure, team job descriptions, responsibilities and scope of work, process flow charts, work plans
Formulate the Project Master Budget and the different budget allocations related to design, construction, and supervision costs for different project components. This master budget serves as the input for the project feasibility study, which is both periodically reviewed and updated
Prepare and update project cash flow
Develop, monitor, and update the Project Master Schedule
Review and validate the tender schedule in line with project inputs received from relevant departments. 6. Develop construction phasing strategy in coordination with Project Management team
Prepare projects reporting packages including periodic reports and management presentations
Liaise with all internal stakeholders concerning all planning and control matters
Lead project's performance evaluation and report results and recommendations to management
Identify trends in cost and progress performance and recommend actions to resolve and correct where necessary
Construct total cost of ownership (TCO) models, while understanding the construction industry cost drivers
Lead and drive value engineering approaches through promoting sustainable design practices, identifying cost-saving opportunities and analyzing materials, construction techniques, and operational procedures aiming to enhance the overall value of the project
Establish clear control measures and mitigation policies to identify, assess and manage risk factors for project deliverables that will accordingly ensure compliance with project targets, and relevant regulations, standards and procedures
Identify and drive process improvement initiatives that streamline workflows, eliminate bottlenecks, and enhance overall operational efficiency
Monitor industry trends and best practices to identify opportunities for innovation and performance enhancement
Requirements
Academic:
B.Sc. degree in Engineering.
Post graduate studies in Project Control Management or Project Management is preferred
Masters in a relevant field is preferred.
Experience:
Minimum 10 - 15 years of experience of a similar capacity.
Skills:
Excellent command of English Language
Strong communication skills
Proficient user of Microsoft 365 Apps
High knowledge of project cost and time estimation for all engineering disciplines.
Excellent data presentation skills and ability to write clearly and concisely
Knowledge and experience with Design-for-Value concepts
