Development Director Middle East (Based in Dubai, UAE)
The Opportunity
We are expanding into the Middle East and building our presence in the UAE. As Development Director Middle East UAE & Saudi Arabia (with the potential to grow into other regions in the Middle East), you will take full ownership of our development activities in the region. This includes pursuit, land due diligence, entitlement, design, permitting, and construction of logistics and industrial facilities (both speculative and build-to-suit) as well as associated tenant improvements.
This is a scale-up leadership role: it requires someone who can build the business while leading complex projects end-to-end, bringing both technical depth and entrepreneurial drive. You will establish Prologis in the UAE market, grow a local team, and deliver world-class facilities.
Key Responsibilities
- Full Development Cycle Leadership
- Lead all technical and commercial aspects of development projects: site acquisition, land due diligence, entitlement, permitting, design management, and construction.
- Manage speculative and build-to-suit projects from inception through delivery, including tenant improvements.
- Design & Construction Management
- Drive design optimization and ensure projects meet functional, sustainability, and cost objectives.
- Oversee contractor selection, GC bid processes, negotiations, and contract execution.
- Implement lean construction practices, ensuring efficient, cost-effective, and safe delivery.
- Stakeholder & Authority Engagement
- Develop and maintain strong relationships with UAE and Saudi authorities, municipalities, general contractors, and design consultants.
- Represent Prologis in negotiations and approvals, ensuring compliance with regional planning and permitting requirements.
- Collaborate with customers to create tailored development solutions.
- Project Controls & Performance
- Take accountability for development portfolio performance, ensuring projects are delivered on time, within budget, and to the highest quality and safety standards.
- Provide accurate cost and schedule inputs for investment memos and decision-making.
- Leadership
- Build a culture of continuous improvement, innovation, and operational excellence.
- Collaboration Across Prologis
- Partner with global and regional teams including Capital Deployment, Leasing, Property Management, and the Global Development Team.
- Share and implement best practices across markets.
Building Blocks for Success
Required
- 7+ years experience in real estate development, construction management, civil engineering, or architecture, with direct experience delivering projects in the UAE and Saudi Arabia.
- Proven ability to lead projects across the full development lifecycle: land, entitlement, permitting, design, construction, and handover.
- Strong technical expertise in industrial / logistics facilities development.
- Established network of relationships with UAE and Saudi authorities, general contractors, and consultants.
- Skilled in contractor bid negotiations, design optimization, lean construction methods, and cost/schedule control.
- High resilience, energy, and adaptability to thrive in a scale-up environment.
- Excellent written and verbal communication; able to influence senior stakeholders.
Preferred
- Bachelor's degree in Civil Engineering, Architecture, or Construction Management (or equivalent).
- Experience on design/build and large-scale industrial or commercial projects.
- Project management experience with a general contractor, developer, or owner's rep.
- Arabic language skills preferred.
- Comfort with travel across the Middle East and EU as required.
