Job Description

Job Purpose:

Overarching role to lead all aspects of engineering and infrastructure of the ARDARA masterplan considering stakeholder and permitting process, application of high design, construction and operations standards, balanced engineering judgement, time and value for money which are key factors to the delivery of the project infrastructure.

Key Accountabilities:

Strategy Development, Planning and/or Contribution.

  • Develop and direct the implementation of the overall infrastructure strategy ensuring alignment with the business plan, corporate strategies and any interfacing departmental strategies.
  • Ensure that department strategic infrastructure plans are developed in a coordinated manner with all interfaces in a manner to efficiently contribute to the business efficacity, and it is implemented, monitored and reported upon.

People Management

  • Ensure that the Infra team is adequately resourced with the right people at the right time, in line with the business directives.
  • Contribute to department objectives at a people management level through effective leadership and by setting of measurable individual objectives, managing performance and address any gaps.

Budgeting and Financial Performance

  • Ensure that all CAPEX and OPEX infrastructure expenditures are effectively estimated and budgeted yearly and monitor budget performance, in coordination with the Commercial Director.

Policies, Systems, Processes & Procedures

  • Ensure implementation of corporate policies and directives throughout the infrastructural development.

Change Management

  • Lead and ensure effective implementation of change management process on all infrastructure packages, especially resulting from stakeholders with high interest and power.

Reporting

Ensure that the engineering and infrastructure planning, design, construction and operations metrics are defined and reported in a prompt manner to board, executive, business levels as per the defined frequencies.

Job-Specific Accountabilities:

Delivery Management

  • Plan, lead and direct the efficient and timely development and implementation of the ARDARA masterplan infrastructural development through an assigned team of consultants and support staff within approved budgets.
  • Ensure the preparation of reports, recommendations and provide other necessary correspondence for stakeholders.
  • Oversee end-to-end engineering & infrastructure delivery activities, ensuring that project teams deploy required resources, adhere to design and execution plans, and deliver against all predefined key milestones in line with technical specifications, projects schedules, and QHSSE standards.

Outsourcing Management and Coordination

  • Ensure identification and preparation of peer review as needed.
  • Lead the preparation of scope of works for engineering and infrastructure packages and coordinate with the Commercial team to discuss the pre-qualification process and infrastructure consultants/contractor's evaluation to ensure that the most competent bidders are identified in line with evaluation criteria.
  • Review the impact of infrastructure construction-related risks presented by the contractors and consultants due to the quality of raw materials, untimely sourcing, delivery, and cost of items procured, etc., to ensure proper risk avoidance, risk mitigation, or risk-sharing, as required.

Regulatory and Compliance

Oversee the process of getting appropriate approvals and permits from relevant local authorities and Aseer municipality in a timely manner.

Qualification:

  • Bachelor's degree in civil engineering or equivalent from a recognized and accredited university.
  • Master's degree in civil engineering or equivalent from a recognized and accredited university is desirable.
  • Professional industry-recognized qualification mandatory.

Experience:

  • 15+ years of professional experience in the built environment on large scale and complex project.
  • Proven track record of engineering and infrastructural development.
  • Comprehensive working knowledge of governing bodies, committees, and regulatory organizations for the development sector within GCC with minimum 5 years KSA experience.
