Job Description

Key Responsibilities

Strategic Leadership

Define and lead the organisation's data and analytics strategy, ensuring alignment

with national digital and transformation priorities.

Develop and oversee strategic initiatives, policies, and operational plans across the

data function.

Own the function's annual budget, performance objectives, and delivery against

agreed KPIs.

Data, Analytics & Governance

Lead the collection, storage, and management of data from multiple enterprise and

operational sources, ensuring data is secure, accessible, and fit for purpose.

Establish and enforce data governance frameworks, policies, and standards to

ensure data quality, consistency, and integrity.

Oversee data stewardship and ownership models, defining clear accountability

across departments and platforms.

Ensure compliance with data privacy, security, and regulatory requirements

applicable to UAE government entities.

Analytics & Decision Enablement

Drive the integration of analytics into day-to-day operational and strategic

workflows.

Oversee the development of dashboards, reporting platforms, and advanced

analytics capabilities to support executive decision-making.

Translate complex datasets into clear, actionable insights for senior leadership

and policy stakeholders.

Stakeholder Engagement

Act as a senior advisor to executives and government stakeholders on data,

analytics, and digital enablement initiatives.

Communicate analytical insights clearly to both technical and non-technical

audiences.

Support cross-entity collaboration and alignment on data standards and analytics

practices.

People & Capability Leadership

Lead workforce planning, recruitment, and capability development for the data and

analytics function.

Manage and develop senior managers and team leads, including performance

management and succession planning.

Promote a culture of data excellence, accountability, and continuous

improvement.

Experience & Qualifications

Professional Experience

Minimum 9+ years experience leading data, analytics, or digital functions at

enterprise scale.

Proven experience defining and delivering data strategy, governance, and

analytics programs in regulated or public-sector environments.

Strong track record managing large, cross-functional teams and complex

stakeholder landscapes.

Experience operating within government, semi-government, or highly regulated

organisations is strongly preferred.

Education & Certifications

Bachelor's degree in Business Administration, Computer Science, Engineering,

or a related field.

Master's degree is preferred.

Relevant certifications in Digital Transformation, Data Management, or Business[1]Aligned IT Strategy are an advantage.

Skills & Attributes

Strong strategic leadership and decision-making capability.

Deep understanding of data governance, analytics platforms, and regulatory

compliance.

Excellent communication, presentation, and stakeholder management skills
