Job Description

JOB PURPOSE

Responsible for delivering residential projects from pre-construction through construction and handover, ensuring each product is completed within scope, budget, schedule, quality/finishes, and QHSE standards. Provides effective monitoring and reporting across multiple projects, ensuring full compliance with authority requirements and Eagle Hills standards for customer-ready handover.

KEY ACCOUNTABILITIES

A. Execution of pre-project construction activities

  • Execute the project delivery and execution plan, drawing required inputs from the Development function, and deliver in alignment with overall development strategies and plans.
  • Ensure all required permits/approvals are obtained in line with the project stage and authority requirements.
  • Provide constructability input during design stages for the assigned product, identify opportunities for value engineering, and facilitate value engineering workshops as required.

B. Management of project execution

  • Ensure effective coordination with Commercial & Contracts and Project Control regarding tender drafting, proposal assessments, contractor selection, and contract variations.
  • Lead mobilization and handover activities at the start of construction and ensure adherence to the approved project timeline.
  • Manage and coordinate services provided by Project Management Consultants (PMCs) or similar consultants (when appointed) to meet project objectives.
  • Manage and coordinate contractors directly (when no consultant is appointed) to meet project objectives.
  • Manage and control variations in collaboration with the nominated Development project lead, ensuring changes remain aligned with approved design intent and overall plans.
  • Coordinate with Contracts to review contractor variation requests and define mitigation/management actions to avoid negative impacts to time, cost, or quality.
  • Oversee testing and commissioning to ensure all systems/facilities are fully operational prior to handover.
  • Ensure all required occupancy certificates, utility connection certificates, and related handover documentation are secured and valid.
  • Collaborate with Contracts to prepare final cost reconciliation reports and submit to the Senior Project Director, Country GMs, and nominated Development project lead to maintain full visibility of project financial status.
  • Ensure all projects comply with applicable codes, legal requirements, and Eagle Hills standards and policies.
  • Ensure effective Quality Assurance / Quality Control standards are established at project level and consistently implemented.
  • Support business development and due diligence by providing technical input related to land studies and other technical assessments.
  • Ensure effective QHSE standards are implemented and maintained to protect workforce safety and site compliance.
  • Monitor and support performance oversight of contractors/consultants and ensure corrective actions are implemented where required.

C. Project management performance

  • Manage contractor and consultant performance throughout the project and evaluate against agreed criteria and the RACI matrix.
  • Identify, escalate, and coordinate mitigation plans for project risks and issues; raise critical matters to the Senior Project Director in a timely manner.
  • Review and follow up on contractor payment certificates to confirm payments reflect actual, verified, and approved progress on site.
  • Implement and ensure compliance with project execution policies and procedures, particularly Quality Assurance and Quality Control requirements.
  • Collect and analyze project data to produce accurate execution reporting (cost, physical progress, design progress, authority matters, contractor performance, quality, safety, etc.) and provide regular updates to key stakeholders and the nominated Development project lead across project phases.

QUALIFICATIONS & EXPERIENCE

  • Bachelor's Degree in Civil Engineering or Construction Management
  • 2226 years of progressive experience in engineering and project delivery within a developer and contractor environment, with strong exposure to end-to-end construction execution and handover.
  • Minimum 1012 years in a senior leadership/management capacity overseeing multiple projects/products and leading contractor delivery performance, governance, stakeholder management, risk mitigation, and reporting.
