Job Description

Lead and govern all Transportation & Installation activities for EPC projects from concept and FEED support through execution and close-out ensuring safe, compliant, and cost-effective delivery of load-out, sea fastening, marine transport, offshore installation, hook-up support, and demobilization. Accountable for T&I strategy, readiness, execution performance, subcontractor management, and integration across engineering, procurement, construction, and commissioning.

Key Responsibilities

Policies, processes & procedures:

  • Develops and oversees the implementation of department policies, procedures and controls covering all areas of finance functional activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.
  • Maintain compliance with all company policies, procedures, and codes of conduct, including strict adherence to the Zero Tolerance to Alcohol policy at all times.

Budget/Financial

  • Prepares and recommends the department budget by preparing analysis and data related to specific elements as directed.
  • Monitors the financial performance of the section against budgets so that areas of unsatisfactory performance are identified and rectified promptly and potential performance improvement opportunities are capitalised upon.

Strategy, Governance & Leadership

  • Define the T&I execution strategy (installation philosophy, contracting strategy, marine spread strategy, interface strategy, risks/contingencies).
  • Establish governance, procedures, and standards for marine operations, heavy lift, rigging, lifting appliances, and offshore execution.
  • Lead and develop a high-performing T&I organization (capability building, succession, competency assurance, training).

Project Delivery & Execution

Own end-to-end delivery of T&I scope including:

  • Load-out planning and execution
  • Sea fastening / grillage / transport frames
  • Marine transportation, tow, and route surveys
  • Offshore installation (jacket, topsides, modules, subsea structures, moorings as applicable)
  • Hook-up support / integration with commissioning and start-up teams
  • Offshore campaigns, SIMOPS management, and demobilization
  • Ensure readiness reviews (e.g., T&I readiness, sail-away readiness, offshore readiness) and execute per approved method statements and risk controls.
  • Drive schedule adherence, manage constraints, and resolve execution bottlenecks.

Engineering & Technical Assurance (T&I)

  • Provide leadership and assurance over installation engineering deliverables:
  • Lift analyses, sling/rigging design, sea fastening design, motion analysis, stability, ballast plans
  • Installation procedures, contingency procedures, and as-installed verification
  • Ensure compliance with class / statutory requirements, marine warranty requirements, and client specifications.
  • Ensure lessons learned and best practices are embedded into standards and planning.

HSE & Operational Risk Management

  • Accountable for T&I HSE performance: no harm culture, safety leadership, permit-to-work alignment, lifting integrity, and offshore emergency preparedness.
  • Enforce compliance with company HSE management system, client requirements, and relevant marine/offshore standards.

Commercial, Contracts & Procurement (T&I)

  • Define contracting strategy for T&I (heavy lift vessels, barges, tugs, offshore construction vessels, marine spread, specialist subcontractors).
  • Lead technical and commercial evaluation support for tenders; develop scopes of work, bid packages, clarifications, and recommendations.
  • Manage T&I subcontract performance (KPIs, claims avoidance, change control, and dispute resolution with commercial teams).
  • Control and approve T&I cost forecasts, variations, and resource plans within delegated authority.

Interface & Stakeholder Management

  • Serve as primary T&I interface for client, marine warranty surveyor, class society, port authorities, and key subcontractors.
  • Lead cross-functional coordination with Engineering, Fabrication, Planning, Quality, Commissioning, Procurement, and Project Controls.
  • Ensure robust interface management across yards, ports, offshore sites, and client operations.

Planning, Controls & Reporting

  • Own T&I schedule inputs (campaign plans, vessel mobilization windows, weather downtime assumptions).
  • Ensure accurate progress measurement, reporting, and performance dashboards for T&I.
  • Maintain clear execution forecasts and risk-based mitigations (weather, vessel availability, permits, readiness).

Safety, Quality, Environment & Information Security Rules:

  • Ensuring suitable resources are available to achieve satisfactory OHS compliance of all work within their responsibility
  • Ensuring that there is a documented Risk Management process for all work within their responsibility
  • Driving continuous Safety improvement through setting, monitoring and reporting on safety performance against objectives within their department
  • Ensuring identified corrective actions assigned to their department are closed out by agreed due dates
  • Demonstrating desired behaviors and leading, encouraging and communicating on safety issues when interacting with the workforce
  • Meeting all responsibilities as outlined in the DDW OHSMS
  • Participating in any training and safety initiatives implemented by the Company
  • Complying with all Safety directives, and work instructions
  • Immediately reporting any incident or potential hazard to their Supervisor or Safety Dept
  • STOP the task if you feel yourself or others may be harmed.
  • Device and implement controls to ensure no violation of ISR regulations in order to protect the company information / intellectual properties

Leadership and People Management:

  • Supervises the activities and work of subordinates by providing formal and informal feedback to ensure that all work within a specific area is carried out in an efficient manner and in accordance with set individual targets.

Change Management

  • Support the management of change through continuous improvement of departmental systems, processes and practices taking into account international best practice, changes in international standards and changes in the business environment which demand proactive action plans.

Continuous improvement

  • Stimulates subordinates and contributes to the identification of opportunities for continuous improvement of systems, processes and practices taking into account international best practice, improvement of business processes, cost reduction and productivity improvement.

Reporting

  • Supervises the preparation of timely and accurate reports to meet company and department requirements, policies and standards

Related Assignments:

  • Performs other related duties or assignments as directed.

Technical competencies:

  • Proven delivery of complex campaigns (heavy lifts, load-outs, offshore installations) for topsides/modules/jackets/subsea structures (as relevant to your portfolio).
  • Strong track record working with clients, class, ports, MWS, and major marine subcontractors.

Education

Bachelor's degree in engineering (Mechanical / Civil / Structural / Naval Architecture / Marine Engineering) or equivalent.

Postgraduate qualification is an advantage (Project Management, Offshore Engineering).

Experience

15+ years in EPC / offshore / marine construction, with 7+ years leading large T&I scopes.
