The noon ecosystem of services now marketplaces for food delivery, quick commerce, fintech, and fashion. noon is a work in progress; we're six years in, but only 5% done.

About the Role

We are looking for a strategic and results-driven Emiratization People Manager to lead and drive our Emiratization strategy across the business. This role will be responsible for designing, implementing, and managing initiatives that attract, develop, and retain Emirati talent, while ensuring full alignment with UAE labor laws, government regulations, and national workforce objectives.

The ideal candidate will combine strong stakeholder management, deep knowledge of Emiratization frameworks, and hands-on HR experience to build sustainable national talent pipelines and support long-term organizational growth.

Key Responsibilities

  • Develop and execute the company's Emiratization strategy aligned with business objectives and national workforce targets.
  • Partner with business leaders to identify hiring needs and integrate UAE Nationals into key roles across departments.
  • Lead end-to-end recruitment efforts for Emirati talent, including sourcing, interviewing, offer management, and onboarding.
  • Manage and mentor a team of junior TA members supporting Emiratization hiring initiatives.
  • Oversee the team's day-to-day activities, ensuring timely sourcing, screening, interviews, and hiring of UAE Nationals.
  • Provide guidance, training, and performance management to junior team members to ensure high-quality hiring standards.
  • Build strong partnerships with government entities, universities, career portals, and national employment programs.
  • Represent the organization at career fairs, networking events, and government forums to strengthen employer branding among UAE Nationals.
  • Monitor Emiratization quotas and ensure full compliance with UAE labor laws and regulatory requirements.
  • Prepare regular reports and updates for senior leadership on hiring progress, retention rates, and compliance status..
  • Develop retention and career progression frameworks, including mentorship and learning initiatives.
  • Continuously review and improve Emiratization processes to enhance employee experience and business impact.

Key Requirements

  • Experience within HR, Talent Acquisition, or Emiratization-focused roles.
  • Strong knowledge of UAE labor law, Emiratization policies and national employment frameworks would be an added value
  • Experience engaging with government entities and national employment initiatives is highly preferred.
  • Strong stakeholder management skills with the ability to influence senior leadership.
  • Excellent communication skills in Arabic and English
  • Strategic thinker with strong execution capabilities.
  • Highly organized, detail-oriented, and culturally aware.
