Job Purpose:
The Engineer, Fire & Life Safety is responsible for proactively identifying fire and life safety risks, conducting comprehensive risk assessments, inspections, and audits across malls and community retail assets, and driving corrective and preventive actions to maintain regulatory compliance and operational safety standards, in full adherence to (HOE) standards, Civil Defence regulations, and Insurance Providers.
The Engineer will act as a SME, providing advisory support on all Fire & Life Safety matters to Retail Operations and key stakeholders, ensuring best practice implementation and continuous improvement across the portfolio.
Key Responsibilities:
Fire Risk Assessment and Prevention:
- Conduct/undertake Fire Risk Assessments / Inspection/ Audit across malls (Landlord Areas) under 100% Retail Operations.
- Identify and prioritize issues that can affect the asset operations and business continuity.
- Manage, monitor and control the progress of priority items/programs in the In-House Fire Risk Assessment.
- Manage the portfolio's Fire Life Safety impairments and isolations registers and notices.
Regulatory Compliance and Authority Management:
- Review and assess ADCDA, HOE, and Insurance Provider findings vs UAE FLS Code and NFPA Code and Standards.
- Provide justifications to ADCDA, HOE, and Insurance provider in case of any disagreement with findings.
- Undertake technical review for all mall (Landlord) redevelopment/ enhancement projects and ensure regulatory compliance.
- Provide support to Service Provider to obtain HOE Cert and ISTIFA.
- Monitor and report on the status of HOE Certification and ADCD Compliance/ISTIFA process and applications.
High-Risk Area Oversight and Technical Systems:
- Conduct FLS PPM Audit to Service Provider.
- Undertake Fire Investigations as directed by the Senior Manager HSE.
- Manage and monitor service provider scope in inspection and control over the ff:
- High-risk F&B Inspections / findings.
- Major Tenant's inspections (over 1000 sq.m).
- Major Tenant's independent Smoke Management Systems.
- Kitchen Exhaust Duct Inspections and Cleaning.
- Fire Alarm, Supervisory, and Trouble Signals rectifications.
Emergency Preparedness and Life Safety Culture:
- Conduct Fire Emergency Response Team Training.
- Ensure ERT know their roles during fire emergency.
- Manage and monitor Service Provider scope in conducting Tenant's Fire Warden Training across all malls.
- Manage Fire Evacuation Drills with the Regulatory Authorities.
Qualifications:
- Bachelor of Science Degree Holder or Fire Engineering Degree Holder (Preferred)
- Certified Fire Inspector/ Cert. Fire Protection Specialist (NFPA)
- NEBOSH IGC, IOSH Certified (Preferred)
Experience:
- 4 years of experience in Fire and Life Safety Design, Authority Submissions, Inspections and Audit role.
Skills:
- Knowledge of construction, property and facility management.
- Working with Regulatory Authorities (ADCD, HOE's)
- Fire Consultancy experience preferred.
- Excellent verbal, written communication, and power point presentation skills
