About the Role
Alfanar Engineering Services is seeking an accomplished HSE Manager with 12–15 years of proven experience in electrical engineering, EPC projects, substations, testing & commissioning, or industrial operations. The successful candidate will provide strategic HSE leadership, ensuring compliance with Saudi Arabian regulations, client requirements, and ISO 45001 standards while driving a proactive safety culture across all operations. This role requires strong expertise in managing high-risk electrical activities, leading HSE initiatives, and influencing operational excellence through effective leadership. NEBOSH certification and demonstrated HSE leadership experience are essential.
Key Responsibilities
- Lead the implementation, maintenance, and continual improvement of the company's Health, Safety & Environment Management System (HSEMS) across all operational locations.
- Ensure compliance with all applicable Saudi Arabian HSE legislation, Ministry of Human Resources & Social Development (MHRSD) requirements, Civil Defense regulations, environmental regulations, client specifications, and international standards.
- Develop and promote a proactive safety culture through leadership, coaching, mentoring, and employee engagement.
- Provide technical HSE support to project managers, engineering teams, workshop supervisors, maintenance teams, and testing & commissioning personnel.
- Ensure effective HSE management across electrical substations, industrial facilities, maintenance workshops, construction sites, and testing & commissioning activities.
- Lead HSE planning for high-risk activities including
- High-voltage electrical works
- Energization and de-energization
- Testing & commissioning
- Relay and protection testing
- Lifting operations
- Working at height
- Confined space entry
- Excavation Temporary power systems
- Heavy equipment operations
- Ensure effective implementation of Permit to Work (PTW), Lockout/Tagout (LOTO), isolation procedures, electrical safety controls, and energy isolation requirements.
- Conduct HSE inspections, audits, management walkthroughs, and compliance assessments across workshops and project sites.
- Monitor contractor HSE performance and ensure compliance with company and client safety requirements.
- Lead incident investigations, identify root causes, implement corrective and preventive actions, and communicate lessons learned throughout the organization.
- Develop HSE KPIs, dashboards, performance reports, and management review presentations.
- Identify training and competency requirements and coordinate HSE awareness programs for employees and contractors.
- Ensure emergency preparedness through emergency response planning, drills, inspections, and coordination with relevant authorities where required.
- Promote environmental protection initiatives including waste management, spill prevention, pollution control, and sustainable work practices.
Exercise authority to stop unsafe work where imminent danger exists and ensure corrective actions are implemented before work resumes.
Qualifications
- Bachelor's Degree in Engineering (Electrical preferred) or a related Engineering discipline.
- Professional HSE qualification such as NEBOSH International Diploma (Level 6) or equivalent.
- NEBOSH IGC (mandatory if Diploma not held).
- ISO 45001 Lead Auditor or Internal Auditor certification (preferred).
- Incident Investigation certification.
- Train-the-Trainer certification (preferred).
- Membership of IOSH, IIRSM, or equivalent professional body,
Electrical Safety / NFPA 70E certification is an advantage.
Experience
- 12–15 years of progressive HSE experience.
- Minimum 5+ years in a managerial or leadership role.
- Proven experience within one or more of the following:
- Electrical engineering projects
- EPC projects
- High-voltage substations Testing & Commissioning
- Power transmission & distribution Industrial maintenance
- Manufacturing/workshop operations
Experience working with Saudi utility, industrial, or infrastructure projects is highly desirable.
Technical Competencies
- Strong knowledge of Saudi HSE regulations and international HSE standards.
- Extensive experience implementing ISO 45001 HSE Management Systems.
- Excellent understanding of electrical safety principles and high-voltage operations.
- Strong knowledge of PTW systems LOTO Risk Assessment & JSA HIRA

- Experience managing HSE during testing & commissioning activities including HV testing, relay testing, functional testing, loop checks, energization, and system hand over.
- Familiarity with workshop safety, lifting operations, crane activities, forklifts, machine guarding, hazardous substances, and fire prevention.
Proficiency in Microsoft Office (Excel, Word, PowerPoint) and HSE reporting systems.
