Job Purpose:
To lead, develop, and implement the organization's QHSE strategy across all business units—Civil, MEP, Power, and Facilities Management—ensuring compliance with regulatory requirements, international standards, and best practices while fostering a strong safety and quality culture.
Key Roles and Responsibilities:
1. Strategy & Leadership
- Develop and execute a unified QHSE strategy aligned with business objectives.
- Lead and mentor QHSE teams across all divisions and project sites.
- Establish a culture of safety excellence and continuous improvement.
- Advise senior leadership on risk, compliance, and performance.
2. Governance & Compliance
- Ensure compliance with local laws, regulations, and client requirements.
- Implement and maintain integrated management systems aligned with:
- ISO 9001 (Quality)
- ISO 45001 (Occupational Health & Safety)
- ISO 14001 (Environmental Management)
- Oversee internal and external audits and certifications.
3. Risk Management
- Identify, assess, and mitigate operational risks across Civil, MEP, Power, and FM activities.
- Drive hazard identification, HAZID/HAZOP, and risk assessment processes.
- Lead incident investigations and ensure root cause analysis and corrective actions.
4. Operational Excellence
- Standardize QHSE procedures across all divisions and projects.
- Monitor QHSE KPIs (LTIFR, TRIR, NCRs, environmental metrics).
- Ensure effective implementation of method statements, permits, and safe systems of work.
- Promote digitalization of QHSE reporting and analytics.
5. Stakeholder Management
- Liaise with regulatory authorities, clients, consultants, and auditors.
- Represent the company in QHSE-related forums and inspections.
- Support business development by ensuring QHSE compliance in tenders and prequalifications.
6. Training & Culture
- Develop and implement QHSE training programs for all levels.
- Drive behavioral safety programs and workforce engagement initiatives.
- Ensure competency development across all operational teams.
7. Environmental & Sustainability
- Lead environmental protection initiatives and sustainability strategies.
- Ensure waste management, energy efficiency, and environmental compliance across projects.
- Support ESG reporting and sustainability goals.

Education Qualification and Experience:
- Bachelor's degree in Engineering or related field (Master's preferred).
- Professional certifications (e.g., NEBOSH, IOSH, Lead Auditor ISO standards).
- 15+ years of experience in QHSE within construction and infrastructure sectors.
- Proven leadership experience in multi-division organizations (Civil, MEP, Power, FM).
- Strong knowledge of UAE regulations is preferred.
- Willingness to travel across project sites
- Ability to work in high-pressure, fast-paced environments.
