Summary:

The Health & Safety Manager leads development and implementation of the project HSE management plan, monitoring contractor compliance and promoting a strong safety culture across all site activities.

Minimum Qualification: Bachelor's degree or equivalent; NEBOSH National Diploma in Occupational Health and Safety

Professional Membership: IOSH or equivalent, in OH&S

Min. Overall Relevant Experience: 20 years

Min. Experience in Similar Role/Projects: 5 years

Min. Regional (Middle East) Experience: 10 years

Location: Project site, Riyadh, Kingdom of Saudi Arabia (Construction Supervision services)

Language: Fluent spoken, read, and written English required

Job Title: Health & Safety Manager

Role Purpose:

Lead HSE management across the project's civil, roads, and utility (wet and dry/HV) construction activities.

Key Responsibilities:

• HSE Leadership — Lead development and implementation of the project HSE management plan.

• Compliance Monitoring — Monitor contractor HSE performance and compliance with Client and regulatory requirements.

• Audits & Inspections — Conduct site safety audits, inspections, and incident investigations.

• Reporting — Deliver HSE reporting, statistics, and improvement recommendations to project management.

• Safety Culture — Promote a strong safety culture across all site personnel and contractors.

• Experience in electrical (HV) safety and/or excavation/utility trenching safety on infrastructure projects.

• Experience managing HSE across multiple interfacing packages (civil, wet utilities, dry utilities/HV) simultaneously.

Leads HSE management for infrastructure, roads, and utility construction, monitoring contractor compliance, conducting audits, and promoting a strong safety culture on site.

Directs HSE strategy and compliance across multiple interfacing infrastructure and utility packages on large-scale developments, managing safety performance on complex, high-risk work fronts.
