Position Description

Job Title: HSE Manager Modular Department

Reporting Into: Regional HSE Manager

Direct Reports: HSE Officers / Site Safety Supervisors (Modular Projects)

Location: KSA (Office & Site-Based)

Contract Type: Full-Time

Job Objective

The HSE Manager Modular Department is responsible for implementing, monitoring, and enforcing health, safety, and environmental standards across all modular construction projects. The role ensures compliance with local regulations, client requirements, and Arena HSEQ policies, while promoting a proactive safety culture across manufacturing facilities, yards, and project sites.

Key Responsibilities

HSE Strategy & Implementation

Implement Arena's HSEQ policies and regional safety strategy across the Modular department.

Develop project-specific HSE plans, risk assessments, and method statements for modular works.

Ensure compliance with local regulatory authorities and client HSE standards.

Support the Regional HSE Manager in aligning modular operations with group safety objectives.

Site & Production Safety Management

Conduct regular inspections across fabrication yards, warehouses, and project sites.

Monitor high-risk activities including lifting operations, work at height, hot works, and structural installations.

Ensure safe practices in modular assembly, transportation, and installation activities.

Enforce compliance with PPE requirements and safe working procedures.

Risk Assessment & Incident Management

Lead hazard identification and risk assessments for modular construction activities.

Investigate incidents, accidents, and near misses, identifying root causes and corrective actions.

Maintain incident logs and ensure timely reporting to management and regulatory bodies where required.

Track and close out corrective actions to prevent recurrence.

Training & Safety Culture

Conduct safety inductions, toolbox talks, and awareness sessions for site and yard personnel.

Coach and mentor HSE Officers and supervisors within the Modular team.

Promote a positive safety culture through engagement and continuous improvement initiatives.

Support competency assessments and safety training programs.

Audit, Compliance & Reporting

Prepare weekly and monthly HSE reports for the Modular Department and Regional HSE Manager.

Support internal and external audits, ensuring documentation is accurate and up to date.

Monitor safety KPIs and provide recommendations for performance improvement.

Ensure compliance with ISO standards and Arena governance frameworks.

Education & Experience

Bachelor's degree or diploma in Occupational Health & Safety, Environmental Management, or related field.

NEBOSH IGC or equivalent certification required.

Minimum 810 years of HSE experience, including modular construction or project-based environments.

Strong knowledge of GCC HSE regulations (KSA).

Experience in temporary structures, modular builds, or construction is essential.

Skills & Competencies

Strong leadership and enforcement capability with balanced stakeholder management.

Excellent knowledge of risk management and site safety controls.

Strong communication and reporting skills.

Ability to operate in fast-paced project environments.
