Job Description

Role Overview

The Environment, Safety & Health (ESH) Engineer is responsible for implementing, monitoring and continuously improving the Company's Environmental, Occupational Safety and Health (ESH) management systems to ensure compliance with statutory regulations, client requirements and company policies. The role supports the safe execution of projects while promoting a strong safety culture across all company operations.

Responsibilities

1. Environment Management

. Develop and implement environmental management programmes and initiatives.

. Monitor environmental compliance with applicable legislation and client requirements.

. Conduct environmental inspections and audits at project sites.

. Manage waste disposal, pollution prevention and environmental protection measures.

. Prepare environmental reports and maintain related records.

. Promote sustainability initiatives and green practices throughout the organisation.

2. Workplace Safety & Health

. Pre-Operation: Assist with preparing EHS documents for submission before site work starts.

. During Operation: Compile and track daily/weekly documentation and risk assessments for scheduled works, including server, cable installations and etc.

. Toolbox Meetings: Lead toolbox meetings with site personnel prior to work commencement.

. Sub-Contractor Management: Ensure all sub-contractors provide safety documents for administrative approval.

. Induction & Training: Conduct safety inductions and training onPermit-to-Work (PTW) system before site access is granted.

. Post-Operation: Prepare PowerPoint presentations, performance summaries, and close-out reports for each project.

. Site Coordination: Work closely with the Site Safety Supervisor to ensure safe work execution.

. ISO Management Systems: Support maintenance and implementation of the Company's integrated ISO management systems (ISO 9001, ISO 14001, ISO 45001).

. Safety Culture Promotion: Encourage site workers to speak up about unsafe work practices

. Ensure compliance with the Singapore Workplace Safety and Health (WSH)Act and subsidiary regulations.

. Conduct regular site safety inspections and audits.

. Prepare and review:

. Risk Assessments (RA)

. Safe Work Procedures (SWP)

. Method Statements

. Job Safety Analysis (JSA)

. Permit-to-Work documentation

. Investigate accidents, incidents and near misses.

. Recommend corrective and preventive actions.

. Monitor implementation until closure.

. Conduct toolbox meetings and safety briefings.

. Promote behavioral safety and continuous safety awareness.

3. Health Management

. Monitor workplace health programmes.

. Conduct occupational health risk assessments.

. Coordinate health surveillance where applicable.

. Monitor heat stress management.

. Ensure first aid facilities and emergency response arrangements are maintained.

4. Risk, Liability, and Statutory Compliance

In accordance with Singapore Workplace Safety and Health (Risk Management) Regulations, operational boundaries for site risk and liability are defined as follows:

. Permit Restrictions: The Intern is not allowed to independently issue, approve, or manage operational Permits-to-Work (PTW).

. Stop-Work Authority: The Intern is both authorized and required to stop any work immediately if unsafe conditions are observed.

. Risk Assessment Management: The Intern can make necessary changes to risk assessments as needed.

. Mandatory Reporting: Any changes in site work activities, equipment deployment, or operational methods must be reported immediately to the direct supervisor.

5. Project Support

. Review project safety documentation before work commencement.

. Attend site coordination meetings.

. Support Project Managers in implementing ESH requirements.

. Ensure subcontractors comply with company and client safety requirements.

. Conduct regular project site inspections.

. Monitor corrective action implementation.

Requirements & Qualifications:

. Qualifications (Preferred): Diploma or bachelor's degree in

- Environmental Engineering

- Safety Engineering

- Occupational Safety & Health

- Environmental Science

- Engineering or equivalent

. Certifications (Preferred):

- Registered Workplace Safety & Health Officer (WSHO) (preferred where applicable)

- bizSAFE Level 2 / STAR knowledge

- Advanced Certificate in Workplace Safety & Health

- Fire Safety Manager (advantage)

- First Aid / CPR / AED

- Confined Space Assessor / Supervisor (advantage)

- Work at Height Assessor / Supervisor (advantage)
