1. Job Title:

Executive Project Manager

(Infrastructure & Technical / Environmental Studies)

Location: Riyadh

The Executive Project Manager is responsible for providing strategic leadership and executive oversight for a portfolio of infrastructure and technical/environmental studies projects. The role ensures alignment with organizational objectives, governance frameworks, contractual obligations, and regulatory requirements while driving excellence in project delivery, risk management, and stakeholder engagement.

2. KEY RESPONSIBILITIES

2.1 Executive Leadership & Strategy

  • Lead and oversee a portfolio of high-value infrastructure and technical/environmental projects.
  • Align project objectives with organizational strategy and client expectations.
  • Provide executive-level decision-making, escalation management, and governance oversight.
  • Support senior management in strategic planning and business development initiatives.

2.2 Infrastructure Projects Oversight

  • Provide executive oversight for infrastructure projects including roads, utilities, water, wastewater, drainage, and public infrastructure.
  • Ensure projects are delivered in accordance with approved scope, schedule, budget, and quality standards.
  • Review and endorse key technical decisions, methodologies, and execution strategies.
  • Oversee coordination with contractors, consultants, and authorities.

2.3 Technical & Environmental Studies Management

  • Lead and govern projects related to:
  • Feasibility and master planning studies
  • Environmental Impact Assessments (EIA)
  • Hydrological, traffic, geotechnical, and environmental studies
  • Ensure studies comply with regulatory frameworks, authority requirements, and international standards.
  • Review and approve final technical and environmental deliverables prior to submission.

2.4 Governance, Risk & Compliance

  • Establish and enforce project governance frameworks, controls, and reporting structures.
  • Identify, assess, and manage strategic project risks and critical issues.
  • Ensure compliance with contractual obligations, company policies, and regulatory requirements.
  • Oversee change management, claims, and variations at an executive level.

2.5 Planning, Financial & Performance Control

Oversee master schedules, key milestones, and critical path activities.

Monitor financial performance, budgets, forecasts, and cash flow across projects.

Review performance dashboards, KPIs, and executive reports.

Ensure corrective actions are implemented to address deviations.

2.6 Stakeholder & Client Management

Act as senior point of contact with clients, government entities, and key stakeholders.

Lead high-level negotiations, progress reviews, and executive meetings.

Manage client relationships to ensure satisfaction and long-term partnerships.

2.7 Team Leadership & Capability Development

Lead, mentor, and develop senior project managers and multidisciplinary teams.

Ensure optimal resource allocation across projects.

Drive a culture of accountability, performance excellence, and continuous improvement.

2.8 Quality & Continuous Improvement

Promote best practices in project management, quality assurance, and delivery excellence.

Lead initiatives to improve processes, standards, and project management maturity.

Contribute to the development of organizational PM frameworks and methodologies.

3. QUALIFICATIONS

3.1 Education

  • Bachelor's degree in Engineering, Project Management, or related discipline.
  • Master's degree or MBA is preferred.

3.2 Experience

15+ years of progressive experience in project management.

Proven leadership of large-scale infrastructure projects.

Strong experience managing technical and environmental studies portfolios.

Experience in consultancy, PMC, or complex multi-stakeholder environments.

Middle East experience is highly preferred.

3.4 Tools & Systems

Proficiency in enterprise project management tools (Primavera P6, MS Project).

Strong analytical and reporting skills, including executive dashboards.
