Key Responsibilities
FM Solution Design
- Support the design of end-to-end FM solutions covering Hard and Soft FM services in line with client scope, asset criticality, and contract objectives.
- Develop bottom-up service models, including manpower build-ups, shift patterns, skill mix, supervision structures, and service frequencies.
- Benchmark FM solutions against industry best practices, market norms, and comparable contracts to ensure competitiveness and scalability.
- Define and evaluate subcontractor strategies for specialist services, ensuring integration into the overall operating model.
- Support mobilization and transition planning, including onboarding, training, and readiness activities.
Bid & Proposal Development
- Contribute to and coordinate FM technical content for bids from PQQ/RFI through to final tender submission.
- methodologies, mobilization approach, KPIs, SLAs, and value proposition.
- Support the development of solution narratives highlighting service resilience, lifecycle value, innovation, and continuous improvement.
Quality, Compliance & Governance
- Own the quality, structure, and consistency of FM technical submissions.
- Ensure compliance with client requirements, statutory obligations, and internal governance standards.
- Ensure alignment between technical solutions, manpower models, subcontractor assumptions, and commercial inputs, minimizing delivery and margin risk.
- Support bid governance processes, including version control, stakeholder coordination, and portal submissions.
Skills & Experience
Technical & Professional Skills
- Strong understanding of Hard and Soft FM service delivery models (MEP, asset management, cleaning, security, landscaping, waste, etc.).
- Experience in FM bid solutioning, proposal development, or tender support.
- Ability to interpret technical specifications, asset registers, and scopes of work.
- Knowledge of KPIs, SLAs, performance management, and continuous improvement frameworks.
- Strong analytical, documentation, and stakeholder coordination skills.
- Commercial awareness and understanding of cost and risk implications of solution decisions.
Qualifications
- Bachelor's degree in Engineering, Facilities Management, Construction Management, Business Management, or related field.
- 36 years experience in FM solution design, bid management, or proposal support roles.
- Proficiency in MS Word, Excel, and PowerPoint.
- Certifications such as IFMA, IWFM/BIFM, PMP are desirable.
- Knowledge of CAFM/CMMS systems is an advantage
